BACKGROUND

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organization of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN has been active in Iraq since 2003. Over the past years, PIN has been providing emergency assistance to conflict affected people in newly accessible areas of Ninewa governorate in Shelter/NFI, WASH and Education sectors. Currently, PIN is expanding its geographical coverage to south-central Iraq (Salahadin and Anbar governorates) and sectoral coverage onto Livelihoods.

PIN has been focusing on provision of quality education and psychosocial support to IDP and returnee/host communities affected by the conflict in Iraq since summer 2015. Through the projects funded from ECHO, IHPF, UNICEF, UNESCO and Czech and Slovak MFA, PIN has been able to reach over 30,000 children and 1,800 teachers. The activities include rehabilitation of schools, training of teachers on PSS and pedagogy skills including post-training supervision, Back-to-school campaigns, distribution of scholastic materials, school-based structured PSS activities for children, accelerated learning programme for children who missed months of education and support to existing PTAs. Currently, PIN seeks to incorporate Child Protection component into its Education programming to be piloted under ECHO funded project implemented in Anbar governorate.

RESPONSIBILITIES & TASKS

Project Management:

  • Manage successful implementation of assigned projects in line with donor requirements and obligations while continuously evaluating relevance of the projects to reality on the ground;
  • Ensure that projects are implemented in a manner that meets contractual obligations including all donor and PIN’s policy, procedures, rules and regulations, national education strategy, as well as governmental regulations;
  • Maintain positive relationship with education authorities and local authorities to ensure approval of all project activities;
  • Develop comprehensive service mapping for partners and referral pathways;
  • Plan and supervise work of projects’ teams;
  • Conduct regular progress review meetings with the team to ensure project is implementing as per agreed work plans;
  • Facilitate program reporting and information flow between projects’ teams and other departments;
  • Monitor projects’ expenditures in coordination with finance department and other PIN’s program managers;
  • Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational, in consultation with Education Programme Manager.
  • Ensure all internal reporting and external reporting to the donor are within agreed timeframes,
  • Participate in the evaluation and quality control of projects;

Technical Development:

  • Ensure the respect of core principles of case management services and the quality of focused PSS support through continuous management of team leaders and case officers;
  • Develop resources for case management team based on Child Protection best practices contextualized for Iraq;
  • Oversee the preparation of community mobilizing activities using different participatory approaches and awareness campaigns targeting children, youth and other community members;
  • Lead the development of Child Protection SOPs, monitoring and evaluation tools for PIN in coordination with the PIN Iraq AME team, PIN M&E Advisor, and ACTED CP Manager.

Coordination and Representation:

  • Ensure the coordinated implementation of ECHO funded activities jointly with the Emergency Response Programme Manager, Education Programme Manager, and Alliance2015 consortium partners;
  • Coordination of Child Protection activities with relevant stakeholders and humanitarian actors, including regular participation in the Child Protection Working Group, Protection Cluster and local coordination mechanisms, if needed;
  • Coordinate with other PIN Managers on assessments, analysis, procedures, implementation and advocacy/communication regarding education in Iraq;
  • Regular coordination and communication with relevant donors and partners.

Project Development:

  • Design of Child Protection interventions (writing concept notes/full project proposals, drafting budgets, liaising with donors etc.) in Iraq together with the Education Programme Manager, Country Director, Head of Programmes, Desk Officer and Education Specialist in Headquarters; and
  • Help to identify trends in conditions/standards and donor priorities in Child Protection.

Team management and capacity building:

  • Identify priority areas for capacity building of Child Protection staff and provide training and technical support solutions.

REQUIREMENTS

Suitable candidates for this position should possess:

  • Professional technical experience matching the above-mentioned tasks and responsibilities;
  • Experience of working within the education sector for a humanitarian organization;
  • Relevant educational background;
  • Familiarity with the humanitarian context in Iraq;
  • Experience of working in complex and volatile contexts;
  • Experience of managing staff;
  • Experience in budget management, reporting, and donor relations;
  • Strong critical analysis and problem solving skills;
  • Fluency in English - both written and verbal. Knowledge of Arabic is advantageous.
