BACKGROUND:

People in Need (PIN) is one of the largest non-profit organizations in Central and Eastern Europe active in humanitarian and development aid, human rights and social inclusion. In 2019, more than 1300 employees worked in our Relief and Development Department (RDD) in 20 countries (Asia, Africa, the Middle East and Eastern Europe). Our growing team in Prague (with turnover of more than 80 million EUR per year) is looking for a new colleague to join us on the position of Deputy Regional Director for Asia.

ABOUT THE POSITION:

The Regional Business Development Manager (RBDM) is overall responsible for quality and development of PIN’s Asia programmes in line with RDD strategy. RBDM participates in strategic discussions in regards to the programmes in the region and ensures relevance and an added value of People in Need’s presence in the region. RBDM regularly visits country programmes in the region, consults and gives advice in programme development phase, manages quality and provides methodological support. The RBDM is also responsible for the existence of adequate and effective managerial structures and tools enabling the country programmes to deliver quality outputs and outcomes.

OVERVIEW OF RESPONSIBILITIES:

Strategic Leadership in Programmes

  • Ensures compliance with the organisations strategy programme priorities;
  • Support the countries programming, strategic plans and mid-term goals, innovations application
  • Oversees crosscutting programme-related issues within the region
  • Follows key donor strategies (DFID / USAID / EU) in relation to programme compliance
  • Is the focal point for international partnerships relating to implementation of consortia programs

Programme Quality Management

  • Approves project proposals and ensures they are in line with the country and the organisations strategy
  • Supervises feedback mechanisms and monitoring and evaluations processes
  • Establishes and maintains links with research institutions and facilitates dissemination of research outputs and learnings to other country programs
  • Oversees the quality of project reports, ensures that internal programme reporting
  • Actively engages in major troubleshooting within individual programmes
  • Ensures that CPs have adequate capacities in MEAL
  • Gap filling (for HOPs, PMs);
  • Coordinates on-demand support for programmes

Human Resources & Capacity Development

  • Is the line manager of the Regional MEAL Advisor and Regional Technology&Innovation Advisor
  • Supports the capacity development of key staff
  • Participates in recruitment of relevant staff
  • Is responsible for the design of an adequate, functional and effective HR structure in programmes

Administration and Finances

  • Participates or leads in the preparation of internal documentation and reporting
  • Oversees the appropriate budgeting of programmes
  • Ensures documentation from programmes are appropriately archived and disseminated
  • Participates in modelling scenarios needed for downsizing/changing CP structures
  • Informs about any serious project-related financial risks

Safety & Security

  • Actively participates in Incident Management Team (IMT) or Crisis Management Team (CMT) during security incidents

MAIN REQUIREMENTS:

  • At least 3 years of progressive relevant experience in senior management roles, incl. Country Director role
  • Excellent communication skills, excellent spoken and written English
  • Experience in early recovery and development programming, preferably in the region
  • University degree in relevant field is preferred
  • Solid leadership and staff management skills, with a record of managing diverse teams and contributing to the capacity building of the staff
  • Excellent networking, partnership building and representation skills
  • Experience in management, fundraising, project development, donor liaison
  • Knowledge of institutional donor environment, proven experience with donor relations, proposal development and external communications
  • Experience with strategic program planning, project cycle management, knowledge of the institutional donor environment, including the EC, ECHO, DFID, USAID, UNICEF etc.
