ABOUT THE ROLE

People in Need (PIN) is an international, non-profit organization established in early 1990s in the Czech Republic. Since then, PIN has grown to be the biggest organization of its kind in post-communist Europe and currently provides humanitarian and development assistance in over 20 countries worldwide.
PIN draws on extensive past experiences and lessons learned across many emergency and post emergency contexts to design, implement and monitor quality programming; and has been active in Iraq since 2003, most recently across Education, Shelter/ NFI, WASH and Cash assistance. Current and past donors include ECHO, IHF, GIZ, EC, UNESCO, UNICEF, Czech and Slovak MFA. Pin currently has over 100 employees and offices in Erbil, Duhok, Ninewah, Salahaddin and Anbar.

The position will contribute to enhancing PIN’s programme quality and PIN’s capacity to respond to the needs of local and displaced population in Nineweh and Salahuddin. The Education Programme Manager will report to the Head of Programmes and supervise education project managers in collaboration with support departments (Finance, Log/Admin/HR and Security) along with their capacity building. The person in this position will also be responsible for attending to and actively searching for relevant calls for proposals and funding opportunities, and will lead the proposal development process from the first draft until its final submission to the respective donor. Throughout the entire project cycle, the Education PM will ensure that PIN’s education programming and activities are in line with and mainstreams all the relevant cluster strategies.
 

RESPONSIBILITIES & TASKS


Programme management:
  • Ensure PIN’s education portfolio is implemented in line with PIN’s country strategy and reflects the reality on the ground, which includes mainstreaming of cluster requirements and period evaluations
  • Ensure that projects’ implementation  meets all contractual obligations including donor, PIN’s and governmental policies, procedures, and regulations
  • Supervise and coordinate work of project teams through kick off meetings at proposal and implementation stage
  • Line manage all education project managers and/or project coordinators where no PM is in place
  • Ensure all internal and external reporting to the donor are within agreed timeframes and meet donor expectations
  • Ensure compliance with and adherence to PIN policies (Child Safeguarding, CRM, etc.), as well as tracking and active follow-up with complaints, in all education projects
  • Supervise MEAL activities pertaining to education projects, including collation of lessons learnt to ensure best practices are carried forward to other projects
  • Advise on and actively participate in developing assessment and implementation tools, methodologies, trainings, etc.
  • Coordinate and collaborate with internal and external technical advisors and specialists as needed
  • Contribute to development of new programme ideas and lead on development of new Education project proposals
  • Communicate with education donors and partners on a regular basis and update them on PIN’s programme activities in Iraq
  • Maintain favourable relationship and collaboration with DoE, MoE, and other authorities in Iraq/KRI
  • Ensure PIN’s active participation and representation at the education and protection cluster and with other governmental/UN/INGO-led coordination mechanisms and working groups (SAG, etc.)

REQUIREMENTS:

  • At least 3 years of professional experience within a humanitarian and/or development organization;
  • Proven experience in Education programming and familiarity with relevant guidelines;
  • Experience with team management and supervision, interest in building the capacity of national teams;
  • Excellent communication skills, including fluent spoken and written English;
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms;
  • Strong organizational, critical analysis and problem solving skills;
  • Experience of working in complex and volatile contexts, including familiarity with the humanitarian context of Iraq or the Middle East, would be an advantage.
