People in Need (PIN) is seeking a suitably qualified evaluator for conducting mid-term evaluation of the project “Access to Multi-Sectoral Humanitarian Assistance” (ACCESS) in eastern Ukraine with financial support of ECHO (European Civil Protection and Humanitarian Aid Operations).

 

About PIN

People in Need (Člověk v tísni) is a Czech non-governmental, non-profit organization. Being one of the biggest non-profit organizations in Central Europe, People in Need (PIN) provides assistance not only with humanitarian aid and human rights but also deals with development of education and helps people living in social exclusion. Striving to help those affected in armed conflict in eastern Ukraine, PIN launched a local mission in this country in August 2014. PIN team, consisting of about 150 colleagues, operates from offices located in Kiev, Slavyansk (government-controlled area) and Stakhanov (non-governmental controlled area).

 

ACCESS Consortium

In May 2017, People in Need (PIN), Action Contre la Faim (ACF), Médecins du Monde (MDM), Agency for Technical Cooperation and Development (ACTED) and REACH Initiative began implementing the Consortium project: “Access to Multi-Sectoral Humanitarian Assistance” (ACCESS) in eastern Ukraine with financial support of its main donor ECHO (European Civil Protection and Humanitarian Aid Operations).

The aim of the ACCESS Consortium project is:

  • §to address urgent needs in food security and livelihoods, shelter rehabilitations and winterization;
  • §to provide of essential non-food items and WASH assistance;
  • §to strengthen protection for highly-vulnerable groups and improve social cohesion and resilience through protection mainstreaming and community mobilization;
  • §to ensure improved access to quality health services, mental health and psychosocial support (PSS) for vulnerable populations;
  • §to contribute to stronger coordination mechanisms among responding actors, and to support coordinated needs assessments and informed advocacy to ensure the principled and effective delivery of assistance.

 

Evaluation details

The evaluation will assess all components of the project in all areas of intervention (frontline and further away areas of Donetsk and Luhansk regions both in GCA and in NGCA).

Overall Objective of the evaluation is:

  • §to evaluate whether the project achieved the expected results as specified below with regard to relevance, effectiveness, efficiency, impact and sustainability;
  • §to draw lessons and recommendations that will enhance future programming of PIN and its consortium partners in the humanitarian sector in eastern Ukraine.
