About the mission:PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, Shelter and Education, in addition to Early Recovery and Livelihoods activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $35 million, engaging over 400 full-time staff members across Northern Syria and cross-border response hubs in neighbouring countries. In Northeast Syria PIN operates from four offices.
About the role:This position coordinates all food security modalities of PIN’s portfolio in Northwest Syria, namely Multi-purpose Cash (MPCA), Ready-to-Eat-Kits (RTEs), Food Baskets (FB), Food Vouchers (FV), and Cash for Work , all in compliance with PIN and the donor’s procedures.
The incumbent ensures smooth coordination and alignment and harmonisation of activities through managing program staff. Also, overall representing Food Security activities towards, and active participation in UN clusters and the cash working group is part of this role.
The incumbent is the final budget responsible person for all modalities across grants.
In this role, the incumbent drives the piloting of beneficiary and distribution software for in-kind and cash and voucher modalities. After reviewing lessons learned from the pilot, using the software is targeted be applied to all appropriate modalities.
Duties and responsibilities:
Program planning and design
- Design and plan implementation of caseload based on available grants for RTE, MPCA, Food Baskets, Food Vouchers and Cash for Work in Idleb and Aleppo West areas.
- Guidance on all FS program for strategic development.
- Oversee area selection processes and beneficiary targeting.
- Ensure CRM feedback is responded to, and considered for program improvements.
- Closely work with M&E and Accountability department to ensure quick response to all issues.
Modality specific tasks
- Contracts - Develop MoU's and food voucher vendors contracts, and align them with relevant functions.
- Re-Design RTE and Food baskets based on FSL cluster guidance for tendering process.
- Set value of assistance in line with FSL/Cash Working group guidance for MPCA, FV, CFW.
- Provide relevant information for tender processes.
- Responsible for setting monthly food voucher value.
- Monitor food voucher program implementation.
- Monitor food basket program implementation.
Winterisation (if applicable)
- Set winterisation value in line with FSL/Shelter NFI cluster.
- Coordinate with field teams.
- Coordinate winterisation response caseload across FV and CFW grants for beneficiaries.
- Monitor the winterization activity implementation.
Cash for Work (CFW)/ (if applicable)
- Manage CFW project from program design to implementation and archiving.
- Recruit CFW Senior Officer and CFW Assistants for field office.
- Develop ideas for CFW activities with input from field office.
Manage CFW team
- Set up of monitoring and reporting for CFW activities, including required documentation and archiving.
- Supervise and manage payment process for CFW.
Donors, proposal and representation of PIN externally
- Actively participates in needs assessment, project proposal development and studies/reports development.
- Ensures compliance with mission strategy, program strategy and project proposals.
- Coordinates among other sectoral units to achieve project synergies and effective targeting.
- Suggests and design appropriate response strategy.
- Responsible for donor reporting of food security modalities.
- Represent PIN actively in all UN clusters, and the Cash Working Group (CWG).
Roll-out Beneficiary and distribution management system for NWS
- Based on lessons learned from pilot phase, drive further roll out of QR code voucher module.
- Develop roll-out for in-kind distributions under the new system and implement pilots .
- Closely work with M&E department to include relevant questions in PDM.
- Analyse opportunities to upload historic data into data management platform.
- Enhance reporting module to ensure available reports match data needs as expressed by donors.
Suitable candidates for this position should possess:
- At least 3 years of professional experience within a humanitarian and/or development organization;
- Proven field experience in Food Security programming;
- Experience in building the capacity of national teams;
- Experience in representing an organisation in strategic meetings and coordination fora;
- Excellent communication and facilitation skills;
- Excellent command of English, knowledge of Arabic would be an advantage;
- Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms;
- Strong organizational, critical analysis and problem solving skills;
- Experience of working in complex and volatile contexts, including familiarity with the humanitarian context of Syria or the Middle East, would be an advantage.
