People in Need (PIN) is the Czech Republic based NGO working in relief and development sectors. See more at www.peopleinneed.cz PIN opened humanitarian response in Eastern Ukraine in early August 2014 and the programs have been rapidly expanding since then. Focus is given on the assistance to the IDPs, returnees and population living in the contested areas in the sectors of food security, shelter & winterization, WASH and cash and vouchers support. Total volume of the current programs is over 20 million USD funded among others by OFDA, ECHO, UNHCR, USAID and private donors.

Summary:

The primary role of the Livelihoods Program Manager’s (LPM) is to provide strategic direction and vision for the Livelihoods program, ensuring its comprehensive development and high quality implementation. S/he will provide technical guidance and leadership towards identifying most suitable to the local context livelihood interventions to benefit the most vulnerable populations and marginalized groups, including IDPs, rural women, disadvantaged youth and people with disabilities. S/he will lead the program transition in humanitarian-development nexus, including through strengthening local capacities in addressing the emerging and ongoing livelihood development needs. S/he will guide on development of new programs and proposals, and will ensure high quality internal and external reports.

Internal relations:

The Livelihoods Program Manager reports to the Deputy Country Director –Programs based in Slovyansk and works closely with other relevant Program Managers on GCA and NGCA. The PM cooperates with relevant Technical Advisors at PIN HQ on further developing the quality and scope of Livelihoods programming.

External relations:

The Livelihoods Program Manager represents PIN in relevant cluster and sub-cluster meetings at the national/regional levels and other livelihoods related meetings (i.e. Livelihoods Working Group) as appropriate.

 

DUTIES AND RESPONSIBILITIES:

  • Lead the development of new, strategic, long-term programming based on new realities, intended to attract new institutional donors and to support sustainable livelihoods development in Eastern Ukraine, as part of the PIN Country Strategy,
  • Ensure high quality of programming by providing technical and management oversight and supervision to project teams and local partners on achieving project/program objectives, throughout the entire project cycle management;
  • Provide technical lead in concept notes and proposal development, ensuring timely and quality contribution of the program team and engagement of project partners in participatory assessments, planning of suitable activities, and log frames;
  • Provide quality assurance of donor reports, program related advocacy and policy notes, and other written deliverables;
  • Provide inspirational leadership, build and maintain a strong program team by ensuring quality recruitment, capacity building, performance management, empowerment and mentoring of the team members.
  • Ensure proper project planning, administration and budget management, timely requisitions for acquiring expertise, services and commodities, in compliance with PIN policies and procedures, and donor requirements.
  • Ensure strong representation, collaboration and coordination with other stakeholders, especially cluster partner organizations.
  • Work closely with other PIN program and operations units, as well as sectorial team leads to identify possible synergies and to enhance relevance, integration, and cost-efficiency, etc.
  • Ensure sharing of experiences, lessons learned, and good practice across sites and from other PIN country programmes and promotion of learning from relevant best practices internally and externally.

 

MAIN REQUIREMENTS:

  • Master’s degree in economics or related discipline;
  • At least 3 years of relevant professional experience in livelihoods and/or economic interventions in early recovery or development, preferably in an emergency context;
  • At least two years of continuous experience in directly managing economic development projects/programs funded by multiple donors, worth $1 million USD and above;
  • Expertise in practical application of economic intervention approaches/modalities such as Market Systems Development, Market Facilitation, Business Facilitation, M4P, VET or alike, targeting the most vulnerable, IDPs, rural women and/or disadvantaged youth;
  • Strong analytical and system thinker, with experience in research, theory of change and logical framework development, project cycle management, systems setup;
  • Fluency in spoken and written English, knowledge of Russian and Ukrainian is desirable.

 

PIN OFFERS:

  • Salary according to PIN salary scale, commensurate with experience and skills
  • Type of contract: consultancy contract or Czech employee contract for EU members
  • Duration of the contract: 6 months with extension pending funding
