Background:

People in Need (PIN)’s Relief and Development Department has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Eastern Ukraine while providing neutral and independent humanitarian aid to conflict-affected people. The PIN representative office is located in Kyiv. PIN field office in Sloviansk functions as the main base for PIN's humanitarian operations in the government-controlled area and supporting office for the PIN field office in Stakhanov (Lugansk Oblast, non-government-controlled area). So far PIN has implemented a number of emergency food, multi-purpose cash grants, NFI, Shelter, Protection, Livelihoods and WASH interventions and supported more than 2 mln vulnerable IDPs, returnees and host communities in both urban and rural locations. PIN has also started development-focused interventions in the field of livelihoods, education and good governance. PIN's main donors in Ukraine currently include ECHO, USAID, DFID, GAC and Czech MFA.

About the role:

As MEAL and Grants Development Manager for Ukraine, you will be a member of PIN Ukraine Country Management Team. Under the supervision of Deputy Country Director-Programs (DCD-P), you will contribute to the development and high quality programmes and ensure high quality Monitoring, Evaluation, Accountability and Learning (MEAL) processes. You will supervise the Programme Development Quality (PDQ) Unit, composed of the MEAL team and the grants development and reporting team. Working in close collaboration with the Programme Managers, relevant advisers in-country and at Prague headquarters and the Senior Emergency Coordinator, you will plan and deliver capacity-building in grants development and MEAL to the local staff. Where necessary, you will introduce additional mechanisms and tools for quality assurance.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

Technical Quality and Program Design and Management

  • In coordination with DCD-Programs and MEAL Manager, develops and wherever possible adapt/introduce existing tools and systems particularly in the areas of information management, planning, monitoring, evaluation and assessment to ensure technical quality and program management across the programs
  • Coordinates capacity building of MEAL team, to ensure that they are able to conduct quality data collection and analysis both in humanitarian and in development contexts.

Quality assurance, accountability and standards

  • Ensures that programs actively coordinate with MEAL team to understand, co-design, internalize and utilize MEAL frameworks
  • Coordinates provision of trainings to ensure that programs, including relevant field staff, understand and internalize internal and international humanitarian and development programming standards
  • Ensures that the Complaints Response Mechanism (which is a function of the MEAL Unit) remains a relevant and efficient tool for communication with beneficiaries.

Grants acquisition & management and reporting

  • Coordinates development of new proposals in Country Programme
  • Oversees the process of preparing internal and donor reports

Management Related Tasks

  • Facilitates recruitment of staff in the PDQ unit
  • Coaches and mentors staff within the PDQ Unit in setting and evaluating/appraising performance objectives and individual development plans and in providing ongoing support for professional development.

 

MAIN REQUIREMENTS

  • Minimum of 3 years of work experience within the field of monitoring and evaluation and grants development
  • Sound understanding of MEAL standards
  • Experience working with International NGOs
  • Experience of managing teams preferred
  • Experience with capacity building of national staff in the area of MEAL and/or grants development and facilitating trainings and workshops
  • Technological awareness and knowledge of analytical software (MS office, Kobo, Stata, SPSS, etc.)
  • Excellent analytical and report writing skills (English)

The position of MEAL and Grants Development Manager for Ukraine is based in Sloviansk city in eastern Ukraine. Sloviansk (130.000 inhabitants) is a safe and convenient location for long-term stay, serving as a base for many INGO humanitarian workers supporting the conflict-affected population. The city has plenty of restaurants, cafes and shops. In addition, fitness clubs, swimming pools, yoga studio, spa center and fresh market are available there. Various sites for daily trips like salty lakes, monasteries, wine factory or farm with horse riding can be visited during weekends. Sloviansk is family duty station.
