Place of Work: Chisinau with frequent travel around Moldova

People in Need (PIN) from the Czech Republic, supports people in emergencies, both in crises of war as well as in areas affected by natural disasters, and in places where it is hard for people to break out of the vicious circle of poverty without support. PIN deal with longer-term problems overseas such as the shortage of safe water, restricted access to good-quality education and health services or environmental degradation. Development cooperation and humanitarian work comprises efforts to help people in their attempts to escape poverty and ensure further development. People in Need often follows up on its humanitarian activities with development projects in order to help prevent future crises and mitigate their negative impacts.

PIN's Relief and Development Section operate in twenty-two countries, with permanent offices in fifteen of them. Every year it carries out projects worth millions of Euros for thousands of people in need.

PIN is implementing a number of projects in Moldova focusing on supporting the development of agriculture and small and medium enterprises in Moldova. For this purpose PIN is seeking:

Job Description: Program manager will - in close cooperation with the Country Director - be responsible for supervising all project activities of projects supporting the development of small and medium enterprises (SME) and agriculture in Moldova, with special focus on organic agriculture.

Main Responsibilities:

  • Supervising 6 projects of PIN in the field of SME development and agriculture: following budget expenditures, reviewing reports, keeping contact with donors, controlling compliance of contracts and activities’ implementation with donors rules, coordination of all team’s activities, build cooperation with other NGOs, institutions and on-going projects, contribute and follow on development of PIN Moldova strategy for agriculture
  • support the design and implementation of the projects’ activities : provide technical support for the following operations

1/ training plan for organic farmers, preparation and review of ToR for experts, management of pool of experts, creation of tool to conversion to organic agriculture for extension service agent, creation of sheets to follow on farmers

2/ support to development of the organic sector in Moldova: contact with ministry and other main stakeholders, support to emerging value chains in organic agriculture in Moldova, support to organic value chain association in Moldova, managing a small-grant/loan scheme, raising awareness on organic agriculture, linking producers to markets, building in-country capacity in organic agriculture

3/ launch and oversee implementation of a new project on SME development in the North region of Moldova

  • support the design and implementation of the monitoring and evaluation system for all projects: preparation of assessments, conduction of assessments (sample calculation), analysis of assessments; review of yearly monitoring and monitoring reports, follow-up of beneficiaries database management
  • design new projects in the field of rural development and (organic) agriculture and apply for funding: writing proposal for various donors (CZDA, EU, UNDP…), identifying and partnering with new donors
  • HR management: conduct the staff bi-yearly evaluation, enable and follow implementation of capacity building plan, provide ad hoc capacity building through daily tasks implementation

Requirements:

  • + 3 years’ work experience with project management
  • Experience with implementing capacity building projects and experience in cooperation with various stakeholders (farmers as well as businesses, NGOs and public authorities)
  • Knowledge of Moldovan or international agricultural sector
  • Understanding of small and medium business development
  • Proven personal and social skills
  • English communication skills, Romanian and Russian an asset
  • Experience with organic agriculture is a strong advantage

Benefits:

  • Starting salary defined by PIN salary scale (approx. 2000 – 2250 EUR commensurate with experience including per diem)
  • Standard financial bonuses are paid half-yearly according to the performance evaluation (maximum total amount of bonuses paid within one year equals to one monthly salary)
