Project Manager (PM) is, in the widest sense of the word, responsible for successful implementation of one or more projects and also for development in the sector he works in. PM is responsible not only to attain the specific results in the field in proper quality and time, but also to follow all necessary administrative / financial rules related to the implementation. PM works in close cooperation with the financial manager, the logistician, Country Director (CD), Head of Programs (HoP) and Desk officer (DO). After mutual consent PM can delegate partial tasks, while maintaining the responsibility and supervision. The implementation itself is done through managing a team of national employees.
Job purpose: To steer development, maintain and execute innovative customized renewable energy programs through markets-based approaches and strong partnerships on the same. Be the team leader and primary lead in managing all relations, deliverables, activities and communications in ensuring effective partner and program/project management across the entire project life cycle of the Renewable Energy Access for Off-grid Communities and Household (REACH) project funded by European Council  in agreement with the Department of Energy’s Access to Sustainable Energy Program.

The PM is based in Mondragon, Northern Samar but expected to travel to field offices and off-grid communities and households. The position is for one (1) year, with the possibility of extension.
Reporting Relations & Interdependencies with Other Functions
The direct superior to PM is Head of Programs (HoP). HoP gives methodological guidance to PM. In case of absence of HoP, the support and supervision is provided by Country Director (CD) and/or Desk officer (DO).
The PM works closely with HoP and Head of Systems & Operations (HoSO). S/he also cooperates on a daily basis with other members of Finance, HR, Logistics, M&E and Communications desks.
Staff reporting to this post: There will be 3 staff directly reporting under the post-holder – REACH Partnership Officer, Project Officer- Enterprise Development, REACH Knowledge Management Officer. However, s/he is expected to work cross functionally with a team of technical advisers  on market system development.

Duties & Responsibilities

Key Dimensions:

  • Highly demanding and fulfilling management role working in close collaboration with Country Director, Head of Programme, technical advisors and project partners.
  • Work patterns will not be overly defined and will require self-motivation and judgement from the post holder. The role is variable but with well-defined targets and/or minimum standards, and is both proactive and reactive.
  • Manager of the REACH Project to lead, manage and ensure its quality relations, delivery and communications.
  • Decision-making is strategic and operational with a high degree of judgement to address diverse and complex problems within organizational policy and project areas.
  • Diverse and complex context analysis (macro and micro level), requiring professional knowledge, field experience and an understanding of development work particularly on markets, microfinance, community developement, enterprise development, mutliple business model approach.
  • Role is involved in organizational strategic programme thinking, learning and planning, internal policy improvement and supporting and embedding the country programme’s strategic direction.. 
  • Responsible for shaping work that has a potentially major impact on PIN‘s public image and represents PIN corporately vis-à-vis external relationships and key events related to the sector.

KEY RESPONSIBILITIES:

Program & Project Management

  1. Overall responsible for the strategic development and implementation of PIN’s REACH Project.
  2. Leads with full responsibility the effective partnerships and project management across the entire project life cycle of REACH. Ensuring that programme implementation is done to achieve greatest impact possible in a cost effective, consultative, participative and gender inclusive responsive way.
  3. Act as the budget holder for the Project.  Ensuring that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with organisation policy, procedure and minimum standards.
  4. Leads in compliance with all organizational and donor requirements, producing narrative and financial reports for projects under remit, and collaborates with relevant colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high quality reporting that complies with donor requirements
  5. Manage project grants to partners, ensuring compliance with PIN’s and donor mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures.
  6. Ensure that proper administration and logistics systems and procedures are followed in all relevant activities of the program and project.
  7. Conduct Project Management and Steering Committee meetings and see through the implementation of agreed action points of the Project Management Committee.
  8. Ensure that communication strategies and activities of the project are in line with the organisation procedures.
  9. Coordinates with the program advocacy team to ensure that policy pronouncements and advocacy actions are in line with strategic program work in country.

Partnership Management

  1. Leads in developing strong organizational relationships with partner organizations within REACH portfolio, coordinating and monitoring all activities and communications to ensure that they reflect the spirit and intent of mutual partnership.
  2. Contributes to the assessment and capability development of partner organizations under remit by initiating and coordinating activities with operations, and technical, and  leads, and ensures that these processes are participatory, fully understood and engaged with by the partner organizations within his/her remit, and that partner organizations remain fully apprised of timing, requirements, and status throughout.
  3. Coordinates with partner organizations under remit to ensure that all reports are submitted in a timely manner and in accordance with donor and PIN requirements, collaborating early to identify potential delays, challenges or capacity gaps and coordinating with colleagues to address and rectify.
  4. Works collaboratively to solve any partnership-related concerns or challenges within his/her portfolio, seeking to resolve them in a mutually beneficial and amicable way that seeks to empower and escalates concerns or challenges to his/her line manager as appropriate.
  5. Facilitates and supports partner organizations within his/her portfolio to engage the country programme in incubating and developing new concepts and projects, and innovative and fresh ideas to programming, providing access to available technical expertise and resources both internally and externally as required.

Performance Management

  1. Manage / supervise performance of the project staff in line with PIN policies, ensuring that they have the necessary induction, training, support and effective management against agreed objectives. Provide support to the team members in a timely manner to meet project and learning needs.
  2. Manage the delivery of the needs of partners for technical advice by working with a team of PIN technical advisers.  Manage consultants/service providers that may be assigned to the project and ensures competencies are equal to the programme’s demands.
  3. Provide recommendation to line manager/HR on issues related to managing staff performance and other related concerns.

Other Responsibilities

  1. Represent PIN externally and positively contribute to the promotion of REACH Project and taking a lead role and contributing to knowledge sharing and program development where possible and relevant. coordinate and maintain good cooperation with all actors involved in the implementation of the project, including local partners and local authorities representation of PIN representation with the government, donors as well as at the NGO level
  2. Contribute positively to program discussion and actively seek out for co-funding opportunities.
  3. Perform priority organizational tasks related to his/her competencies as may be assigned from time to time.

Job Requirements and Qualifications

ESSENTIAL

  • University degree in international development, development economics management, or other relevant areas of studies or related discipline
  • At least five years of progressively responsible experience working in a relevant field (preferably NGO sector, international organisations); specifically, market development and business model development.
  •  Experience with project and people management;
  • Knowledge of current issues, actors and dynamics concerning climate change, renewable energy, market system development in the Philippines context.
  • Excellent written, verbal, organizational, analytical, and interpersonal skills;
  • Ability to work under stress, follow projects through to completion, with strict deadlines and without loss of attention to detail, budget and reporting.
  • Effectively work independently and as a team member, ability to work closely with colleagues abroad, self-motivation and ability to set and meet goals.
  • Ability/willingness to work and travel in remote areas.
  • At least three years of partnership management.

PREFERRED

  • Fluency in English and Filipino. Proficiency in the native dialect of the Waray people is preferred but not required;
  • Experience on donor reporting preferably EC
  • Experience in networking and representation
  • Knowledge of regulatory landscape in renewable energy.
