The Protection Advisor is part of the Knowledge and Learning Department of PIN, a dynamic team of technical and program development advisors.

The Protection Advisort will in line with PIN’s Social Inclusion and Protection Strategy for 2017-2021, develop the quality and scale of PIN’s work in 1) humanitarian protection and 2) protection-related programming in more stable/development contexts with main focus on gender transformative approach focusing on girls and boys

 

Main Focus:

Strengthening PIN’s country programmes and employees’ capacity to design and implement effective interventions in the following two areas:

a) Humanitarian protection:

  • prevention of and response to various forms of violence (preventive measures such as awareness raising, upgrades of infrastructure resulting in decreased protection threats typically in camp/settlement settings, or responsive measures such as psychosocial support, assistance to survivors of gender based violence; strengthening existing child protection systems, child friendly spaces)
  • supporting community-based protection (strengthening family, social and community networks such as youth clubs or women groups, trainings and cash grants to develop local prevention and response strategies, awareness campaigns, mobilisation of community information networks)
  • assisting people to claim their rights and access services (like awareness on rights and access to services, lost personal documentations support, monitoring/tracking population movements (DTM))
  • supporting durable solutions (return, local integration and resettlement) mainly through information on and preparation for durable solutions, legal aid and registration.

b) Programming in more stable/development contexts focused mainly on

  • gender transformative approach targeting girls and boys – education workshops for girls and boys before or after school covering topics like health (like changes in puberty, menstruation), safety (like child marriage, unsafe migration, SGBV, human rights) and developing leadership skills in theory and practice
  • social cohesion – building tolerance among ethnic/religious and other communities, promoting dialogue and peace-building
  • community-based protection (similar as described under a.1) and supporting linkages to and building capacities of related state institutions, focus on child protection and protection of women/girls

Remark: Ideal candidate would have experience and cover all areas above, however the scope of ToR is partially negotiable, it can be narrowed down based on candidate’s expertise.

 

Main Responsibilities:

  • Develop tools and resources to assist with humanitarian protection program design (e.g. needs assessment tools) and implementation (e.g. quality standard checklists) and other practical tools and resources;
  • Participate in developing PIN’s charter/guidance for PIN’s gender transformative programming focusing on adolescent girls and boys, including values and principles that the programmes are founded on, developing general approach guidelines, minimum quality standards and other tools and resources to facilitate scale-up of the programme;
  • Participate in summarising Her Safety approach (community-based protection used mainly in IDP camps) including values and principles, developing guidelines, minimums quality standards and other tools and resources to facilitate scale-up of the programme.
  • Support PIN country programs in developing effective and relevant interventions and funding proposals in both (a, b) above mentioned areas;
  • Assist relevant PIN country programs in development of country-level strategies in the two areas;
  • Mentor and develop the technical skills of PIN’s Programme and Project Managers ensuring quality implementation, including conducting trainings on core topics in framework of the areas described above and regular update skype calls;
  • Assist the country teams with adapting PIN’s approaches in the two areas to local contexts;
  • §Identify the most effective approaches, key lessons learnt and most useful resources related to the two areas and ensure that relevant PIN staff are aware of them and use them;
  • Standardising the M&E tools and indicators for monitoring interventions in both areas across the country programs, utilising&feeding into PIN’s IndiKit and results-based M&E framework;
  • Promote and advocate for innovations across PIN’s programmes in both areas;
  • Evaluate the ongoing and completed interventions in the above mentioned areas and share the results, highlighting good practices and lessons learned;
  • Represent PIN in front of donors, NGOs and other stakeholders and pursue partnership opportunities;
  • Facilitate know-how sharing (incl. documentation) among PIN’s country programmes working in the two areas;
  • Closely cooperate with PIN’s Advisor for Social Inclusion and Protection/Gender Mainstreaming, Emergency Advisor and Head of Emergency Programmes;
  • Actively participate in KLD coordination and communication;
  • Ensure the effective integration of cross-cutting themes (such as advocacy, gender equality, inclusion of vulnerable and marginalised groups including people with disabilities and older people) into PIN’s programming in both areas. 

Requirements:

  • Sound technical knowledge and experience (at least 4 years) with implementation of programmes in at least one of the two areas: a) humanitarian protection (such as prevention of and response to various forms of violence, supporting community based protection, assisting people to claim their rights and access services, supporting durable solutions), b) gender equality (ideally gender transformative programming/empowerment theory) – with strong interest to learn quickly in the other area; experience with specifically child protection and social cohesion would be considered as advantage
  • Research background in gender equality issues is an asset
  • Significant experience in proposal development for major donors including results frameworks and indicators to measure the impact and outcomes
  • Excellent command of written and spoken English (good command of French and/or Portuguese language is welcomed)
  • Experience conducting evaluations of humanitarian or development programming is an asset
  • Strong critical thinking, problem solving, coaching and mentoring skills.
  • Ability to perform under pressure and meet deadlines, have flexibility, work independently, manage multiple tasks and work effectively in fast-paced and multi-cultural environments.
  • Excellent communication skills
  • Willingness to travel to the countries of PIN’s operation (up to 3-4 months per year)
