Protection Mainstreaming Advisor

Position: Paid job

Location: Home (preferably Europe or Middle East due to proximity to PIN’s country programmes) or Prague based, minimum 30% of time spent at country programmes

The Protection Mainstreaming Advisor is part of the Knowledge and Learning Department of PIN, a dynamic team of technical and program development advisors.

Main Task:

In line with PIN’s Social Inclusion and Protection Strategy for 2017-2021, the Protection Mainstreaming Advisor will strentghten the quality and scale of PIN’s work in protection mainstreaming and inclusion in both humanitarian and more stable/development contexts. The role should support country programme staff in ensuring that all PIN programmes, regardless of sector, respect protection and inclusion principles and adhere to Do No Harm standards. However, PIN is also currently engaged in some programming in the protection sector itself (mainly at level 1 and 2 of the Protection Pyramid) such as community based protection, awareness raising, assisting people to claim their rights, social cohesion, psychosocial support, and running child friendly spaces. The Advisor should also help to support to provide technical guidance to PIN’s existing and future protection programmes, support in proposal development which is in line with PIN’s current protection technical capacities, as well as help PIN further define it’s protection strategy.

Main Focus:

Strengthening PIN’s country programmes and employees’ capacity to design and implement effective interventions that incorporate protection principles and promote meaningful access, safety and dignity in humanitarian aid and development assistance.

Especially:

• Preventing and minimizing any unintended negative effects of PIN’s interventions that would increase vulnerability to both physical and psychological risks
• Ensuring access to assistance and services and inclusion, with special attention to most vulnerable groups (with particular focus on gender and persons with disabilities) or those who have difficulty in accessing the aid and services
• Setting up appropriate mechanisms for communication with affected population, beneficiary feedback mechanisms and CRM (feedback and complaints) through which target population can be informed and measure the adequacy of interventions.
• Promoting participation and empowerment, by supporting the self-protection capacities of people and assist them in claiming their rights (to shelter, food, water and sanitation, health, education, etc.)

Detailed Responsibilities:

• Provide in-field and remote technical assistance on the effective application of protection mainstreaming in emergency response, recovery and development programmes, and in design and implementation of few explicit protection programmes as applicable.
• Formulate PIN Protection Mainstreaming Policy
• Develop or adapt existing tools and resources to assist with protection mainstreaming in program design (e.g. needs assessment tools, gender analysis tools) and implementation (e.g. quality standard checklists) and other practical tools and resources (in line and integrated with CHS, Sphere and Global Protection Cluster resources) and support country programme and HQ staff in using them
• Develop sector specific protection mainstreaming guidance and curricula for key sectors PIN operates in (including but not limited to nutrition, food security, education/EiE, WASH, shelter) that can be adapted to specific contexts for use at the country programme levels
• Deliver and develop training materials on protection mainstreaming for PIN staff in country and at HQ (e.g. during country visits, regional meetings, induction) to help ensure protection principles are incorporated into all sectors programme design
• Assist relevant PIN country programmes in development of country-level strategies incorporating protection principles
• Mentor and develop the technical skills of PIN’s programme and MEAL staff or protection mainstreaming focal points in ensuring quality implementation, including conducting trainings on core topics in framework of the areas described above and regular advisory skype calls
• Identify the most effective approaches, key lessons learnt and most useful resources and ensure that relevant PIN staff are aware of them and use them
• Support country programme teams in using protection mainstreaming indicators from PIN’s PIN’s IndiKit and work on updating/improving the indicators;
• Represent PIN in front of donors, NGOs and other stakeholders on protection and pursue partnership opportunities
• Facilitate know-how sharing (incl. documentation) among PIN’s country programmes
• Actively participate in KLD coordination and communication and actively cooperate with other PIN advisors
• Serve as main focal point and owner of related agenda for PIN’s membership in Humanitarian Disability Charter

Requirements:

• Sound technical knowledge and experience (at least 3 years) with implementation of protection programmes and protection mainstreaming, as well as approaches to protection mainstreaming among different donors
• Significant experience in project cycle management and integration of cross-cutting and transversal topics in humanitarian and development assistance
• Experience conducting evaluations of humanitarian or development programming is an asset
• Strong critical thinking, problem solving, coaching and mentoring skills.
• Excellent command of written and spoken English
• Ability to perform under pressure and meet deadlines, have flexibility, work independently, manage multiple tasks and work effectively in fast-paced and multi-cultural environments.
• Excellent communication skills
• Willingness to travel to the countries of PIN’s operation (minimum 30% travelling to country programmes)
