Senior EU Aid Volunteer - Private Sector Engagement in Georgia

People in Need (PIN) is an NGO working globally to provide relief and development assistance while defending human rights and democratic freedom. PIN has been working in Georgia since 2006 aiming to reduce poverty and inequalities, particularly in rural areas, through programmes in three combined sectors: Agriculture and Rural Development; Social Protection and Inclusion; Civil Society Development and Local Governance.

People in Need (PIN) is a non- profit, non-governmental, non-religious organization. PIN

in Georgia is implementing several projects, where the private sector either currently has or potentially could have an important role. Both as one of these vehicles of development, (creating jobs, expanding local economy and availability of goods and services), as well as the source of finance for development programs. PIN Georgia is looking to make its engagement with the private sector more systematic and focused and is looking to develop further its capacities in this regard, so that its projects increase their impact and sustainability. This could include areas such as Market Systems Development, Impact Investment, Social Entrepreneurship with exploring, which role is best suited for PIN in the context of Georgia.

Operational and security context: 

Most of Georgia is safe for operation and free movement. Crime rates are one of the lowest in Europe. Corruption, once a big hassle for foreigners, has become far less visible since 2003. It is now safe and reasonable to trust the Georgian police, as the infamous and corrupt traffic police have been disbanded. Police cars are patrolling streets in Georgian cities and towns regularly and can help in case of car accident, or any other problem on the road.

If you encounter difficulties in Georgian mountains, it may be difficult to organise the level of emergency/rescue assistance, which you would expect in more developed tourist destinations. However, helicopter evacuations can be arranged most of the time.

In our operations, we abstain from and advise against all travel to the breakaway regions of the Tskhinvali region and Abkhazia, and all but essential travel to areas near the Administrative Boundary Lines (ABLs) with Abkhazia and Tskhinvali region, where tensions remain high.

Tasks:

• Support in development and implementation PIN Georgia’s private sector engagement (PSE) strategy
• Develop and manage a pool of interested private companies for cooperation (in Georgia and abroad)
• Transferring and maintaining know-how from external experts on PSE
• Follow- current trends in private sector engagement, social enterprise, impact investment, Market Systems Development
• map and compile a list of donors interested in PSE and develop an approach of how to involve them and fundraise for PSE projects
• developing and preparing specific projects involving private sector

Eligibility and exception criteria:

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

• Highly organised and able to manage multiple tasks and work on your own initiative as needed.

Learning Opportunities:

A structured learning and development plan will be developed for each EU Aid Volunteer. This will include: self-assessment, structured learning and development plan reviews, on-line learning, peer-to-peer support, a two week EU-run training, followed by PIN induction/apprenticeship. EU Aid Volunteers will also have an assigned Mentor for the entirety of their volunteer placement with PIN.
This is combined with line management in country from an experienced humanitarian professional. In Country a country specific induction and capacity building plan will be created and implemented based on the needs of the candidate.

Working and Living Conditions

Contract: EU Aid Volunteer Agreement

Volunteer Allowance: In line with EU Aid Volunteer subsistence allowances:
Whilst in Georgia €243,91 per month
Whilst in the Czech Republic €401,64 per month

Accommodation
Accommodation when deployed in Tbilisi, Georgia will be provided by PIN.
At the end of volunteer placement an allowance of €100/per each month deployed will be provided as a resettlement allowance.

Travel
A return flight will be provided to Tbilisi from the EU Aid Volunteers home country or from the Czech Republic upon apprenticeship completion.
The cost of pre-departure preparations; insurance, medical clearance and vaccinations will be provided.

Line Management and Mentoring
Line Manager whilst deployed – Country Director

Mentor – Mentor based in Prague assigned for the entirety of the volunteer placement with PIN.

 

Shortlisting and Interviews

Shortlisting and interviews will be conducted between January 5, 2019 and February 8, 2019.

Interview Process

Pre-selected candidates will be contacted and requested to record a video-questionnaire. If successful, two rounds of interviews will be carried out (by Sending and Hosting organisations).
