People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraqi Kurdistan (the city of Dohuk and Erbil), and has gradually extended its activities across other areas in Iraq including the governorates of Nineveh, Saladin, Kirkuk and Western Anbar. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability. In Western Anbar PIN is currently implementing education, WASH and shelter intervention funded by IHPF, WFP and private funds.

Apart from humanitarian aid, PIN is currently working on long-term programmes supporting access to water, hygiene, education and restoring livelihoods. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS.

About the role

The Programme Manager (PIN) will contribute to successful implementation of PIN’s ongoing WASH and shelter projects in the area of Western Anbar. The PM will report to Country Director and work alongside other Programme Managers and in close cooperation with all support departments (Finance, Log/Admin/HR, Security).

The PM will primarily be responsible for implementation and management of two projects in particular:

Shelter project , which aims to support vulnerable families in Western Anbar through distribution of sealing-off kits and rehabilitation of houses destroyed during the conflict. The project reaches out to 5,100 beneficiaries in total.

WASH and rehabilitation project focusing on rehabilitation and improvement of three irrigation schemes in Western Anbar. Implemented largely through Cash for Work modalities, this project aims to support vulnerable families with direct income, while simultaneously ensuring water supply for local farmers whose access to water sources was halted by the conflict.


DUTIES AND RESPONSIBILITIES:

PROGRAMME MANAGEMENT

  • Manage successful implementation of assigned projects in line with project documentation while continuously evaluating relevance of the projects to the reality on the ground
  • Ensure compliance with donor and PIN’s policies, procedures and regulations throughout the entire project implementation
  • Ensure effective and accurate monitoring and control of assigned projects budgets in coordination with Finance manager
  • Ensure project staff are adequately trained in tracking expenditures; work with project team to maximize cost efficiency
  • Ensure that quality of all internal and external project documentation meets standard organizational and donor specific requirements and is submitted within agreed timeframes
  • Plan and supervise work of project teams and initiate cooperation with relevant advisors and technical special as needed
  • Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational risks
  • Conduct regular monitoring and evaluation of project activities and prepare assessment reports

TEAM MANAGEMENT AND CAPACITY BUILDING

  • Work with the team and build their capacity to implement and report on agreed management and monitoring procedures
  • Identify priority areas for capacity building and provide additional training and support
  • Identify technical support needs of the projects’ team and appropriate resources and support providers

REPRESENTATION

  • Liaise and maintain good relations with local authorities and stakeholders, mainly Anbar’s local councils, department of irrigation, and association of farmers
  • Active representation within the relevant cluster (Shelter/NFIs, WASH) and other governmental/UN/INGO led coordination mechanisms and working groups
  • Coordination with other humanitarian actors in PIN’s areas of operations
  • Explore potential partnerships with other, mainly local, NGOs
  • Maintain sound understanding of the situation in Northern Iraq, and the needs and opportunities for both humanitarian and recovery programming

SUITABLE CANDIDATES FOR THIS POSITION SHOULD POSSESS

  • High motivation to provide humanitarian assistance in challenging environment
  • Three years of relevant programme and management experience in emergency and/or recovery context
  • University degree in relevant discipline
  • Familiarity with WASH projects, shelter rehabilitation and cash modalities
  • Familiarity with finance management, drawings and budget forecasting
  • Ability to quickly adapt and get oriented in new environment
  • Familiarity with the humanitarian context of Iraq is an asset
  • Ability do make strategic decisions even in stressful context and under time pressure
  • Openness to cultural differences and ability to adjust the managerial style while working with people coming from different cultural backgrounds
  • Fluent English both spoken and written (Arabic and/or Kurdish is an advantage)
