The EU Aid Volunteer Initiative brings together volunteers and organisations from different countries, providing practical support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster - affected communities.

The EU Aid Volunteer Initiative offers opportunities for European and long term residents in EU countries to become EU Aid Volunteers in humanitarian projects worldwide, showing solidarity with those who need it the most. As part of the EU Aid Volunteer initiative the European Commission has set up a European training programme for humanitarian Volunteers and has developed European standards for humanitarian organisations to work with Volunteers in EU funded projects worldwide to help strengthen and support local capacities to prevent, prepare for and recover from humanitarian crisis.

People in Need is delighted to be working in Consortium with our Alliance Partners Concern Worldwide & ACTED on the EU Aid Volunteer Initiative. We are looking for talented people with a relevant technical skillset who are committed to long-term service in the humanitarian / development sector who can demonstrate an outstanding ability to adapt to difficult circumstances, remain positive, motivated and productive. 

Project description: 

In Cambodia, People in Need has been working since 2008 providing development and emergency assistance in rural and urban areas, specifically focusing on: renewable energy, market development for improved livelihoods, improvement of maternal and child health and nutrition, and disaster risk reduction. PIN in Cambodia uses its expertise in spatial planning, disaster management, health and alternative livelihood development, to assist communities so they can enjoy the benefits of economic growth while protecting their rights.

Working at all levels of Cambodian society to improve the country’s ability to cope with and respond to a disasters.

PIN is an INGO working in 19 countries globally providing relief and development assistance while defending human rights and democratic freedom. In Cambodia PIN focusses on four main sectors; Sustainable Livelihoods and Environment, Material and Child Health, Disaster management and Urban Poverty Reduction.

As member of the DM Team you will be part of one of the most diverse and dynamic programs which PIN Cambodia is implementing. Cross sectorial and innovative the Disaster Management (DM) Team activities range from detailed community based hazard/ vulnerability and capacity assessments (urban and rural), capacity building of national and sub-national authorities on Disaster Risk Reduction (DRR), Climate Change Adaption (CCA), and Emergency Reponses (ER), community driven WASH campaigns, and even development of innovative voice based technologies for communicating disaster related information to vulnerable members of communities. The program currently works directly at the field levels in several provinces including the Capital- Phnom Penh and plans to expand to additional provinces by the end of 2018.

As the DM Program Assistant you will be working alongside the Program Manager, Deputy Program Manager and local partners helping coordinate and monitor project results and oversee that all reports and on-going monitoring are done to the high level required for institutional Donors (ECHO, SDC, GSMA, UNESCAP, etc.). Additionally, you will work alongside the PIN Communications Officer and M&E Team to collect and highlight the progress and impacts of all DM projects, through both internal and external focused communication materials.

Task & Competences

Grants Management
  • Work closely with program national staff on the development of on-going project donor reports reassuring that all reports meet a standard in which they can be shared with donors.
  • Make sure that all programme reports are completed on time.
  • Support the design and implementation of capacity development activities around report writing, including training, on-the-job-training, coaching, mentoring, etc.
  • Support Program Manager in proposal writing, including but not limited to, ensuring evidence-based solutions are proposed, supporting documentation are collected, proof reading etc.
Communications
  • Collate and disseminating high quality communications and reporting materials (both internally and externally) in collaboration with dedicated communications officer.
  • Making sure that all print material meet a high standard and are in-line with PIN visibility.
  • Support event management
Disaster Management/ Disaster Risk Reduction
  • Support the DM Team on ensuring ongoing programs (including the Early Warning Systems) are adhering to humanitarian and operational principles, inclusive, participatory, and following donor and PIN guidelines.
  • Ability to travel nationally at extremely short-notice
  • Support program feild staff and partners to develop trainings and workshops related to disaster risk reduction and disaster management.
Monitoring and Evaluation
  • Support project teams and implementing partners in developing M&E plans for each project following PIN and/ or donors’ guidelines and tools.
  • Train project teams and implementing partners in assessment methodologies and tools.
  • Work alongside the PIN M&E team to ensure that all project teams’ members and implementing partners’ staff understand and know how to use M&E tools.
  • Assist project teams and implementing partners in the field during surveys and ensure the data is collected according to agreed methodology
  • Support the design and implementation of capacity development activities around monitoring and evaluation as relates to DM programs including training, on-the-job-training, coaching, mentoring, etc.

Primary Responsibilities:

  1. Increase the external exposure of DM/DRR work which PIN and the DIPECHO, BDRC Consortium is implementing though ongoing high quality communications and events.
  2. Work with program teams to improve their overall level of reporting by directly mentoring them through the M&E process and working with them to improve their quality of overall report writing.
  3. Lead field activities vis-à-vis orientation and inclusion of local populations in implementation of Early Warning Systems.
Key Output Indicators:
  • All program reports have been successfully submitted to donors, partners and internally on time as based on contracts.
  • Well understood and regularly updated M&E frameworks are setup and functioning for all (DM related) ongoing projects.
  • A ‘Bottom-up’ approach to Early Warning Systems, including but not limited to, inclusion of indigenous knowledge and practises, has been designed, tested and in the implementation phase.

  • Theoretical knowledge and practical experience with capacity building including capacity gap assessments, designing and implementing capacity building activities;
  • Proven knowledge or practical experience in external communications.
  • Practical experience writing high quality donor reports.
  • Knowledge or practical experience in building, monitoring and evaluating and M&E Plan
  • Highly organised and able to manage multiple tasks and work on your own initiative as needed.

Requirements

Essential:

  • Masters level graduate – relevant field (international development, DRR etc.)
  • Up to two years field experience in development in different countries, preferably with non-governmental organizations;
  • Theoretical knowledge with a level of piratical exposure to Disaster Management or disaster risk reduction
  • Excellent spoken and written English,

Desirable:

  • Proven track record of making complex technical information accessible and usable by non-specialists.
  • Theoretical knowledge and practical experience with capacity building including capacity gap assessments, designing and implementing capacity building activities;
  • Proven knowledge or practical experience in external communications.
  • Practical experience writing high quality donor reports.
  • Knowledge or practical experience in building, monitoring and evaluating and M&E Plan
  • Highly organized and able to manage multiple tasks and work on your own initiative as needed.

Conditions of Service

Learning opportunities

A structured learning and development plan will be developed for each EU Aid Volunteer. This will include: self-assessment, structured learning and development plan reviews, on line learning, peer to peer support, a two week EU run workshop and networking and learning opportunities across consortium. EU Aid Volunteers will also have an assigned Mentor for the entirety of their volunteer placement with PIN. This is combined with line management in country from an experienced humanitarian professional.

Working and Living Conditions:

Accommodation when deployed in Cambodia will be provided by PIN.
