DRR Project Manager - Mongolia

People in Need (PIN) is about to launched 18-month disaster risk reduction project “Leveraging Technology and Tradition for Resilience in rural Mongolia” to increase the resilience of the rural pastoral communities against natural disasters.

The DRR Project Manager is responsible for effective and efficient management and implementation of PIN DRR project ensuring the project relevance, quality and impact in accountable way and upholding the PIN´s core values. The DRR Project Manager is also responsible for the consortium coordination, operational management, external coordination, representation and advocacy.

Location: Ulaanbaatar with frequent field travel (Far East and Central regions of Mongolia)

Start-up date: ASAP

Duration: 18 months

Reports to: Country Director

Main Responsibilities:

Project management

• Ensures the project activities are implemented in relevant quality, within the limits of approved budgets and timeframe, monitors expenses and forecasts cash requirements
• Ensures the compliance of the program activities with relevant PIN and donors standards
• Manages the project team and continuously strengthens its capacities
• Manages accountability towards PIN beneficiaries, local stakeholders and donors
• Guarantees the high quality and timely reporting, both PIN internal and towards respective donors
• Oversees regular monitoring and evaluation procedures
• Ensures that all relevant PIN and donor’s cross-cutting principles, policies and quality benchmarks are respected and implemented
• Ensures proper implementation of procurement, logistics and HR policies including project administration
• Oversees the safety & security aspects of the operational environment

Consortium coordination

• Coordinates with consortia members and guarantees achieving the project results and indicators as per contractual obligations
• Ensures compliance of consortia members with donor and PIN requirements and harmonization of project implementation approaches
• Responsible for overall donor reporting and project quality assurance
• Knowledge management

External coordination, representation and advocacy

• Actively participates in in-country coordination mechanism (Ulaanbaatar)
• Works and coordinates closely with other humanitarian and development actors to ensure effective and accountable project implementation and to avoid overlaps
• Ensures that PIN’s field presence is translated into relevant advocacy efforts towards donors, local authorities and other stakeholders;
• Shares relevant field information gathered from PIN’s target areas with other development and humanitarian actors and partners

Project development/other

• Supports preparation of program/project concepts and funding proposals writing
• Identifies and implements improvements of planned activities and actively contributes to project development
• In case of humanitarian disaster, supports the country mission in relevant assessments, coordination with humanitarian actors, response planning and formulation of humanitarian activities
• Perform any other duties as assigned by the Country director
