Background

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.

Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, access to water and hygiene. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS.

Job overview

Programme Manager will contribute to successful implementation of planned PIN’s WFP project in Salah Al Din governorate (3 districts). The PM will report to Programme Director (PD) and work alongside other Programme Managers and in close cooperation with all support departments (Finance, Log/Admin/HR, Security).

The PM will primarily be responsible for the implementation and management of a planned resilience project with anticipated funding from the World Food Programme. The objective of this project is to enhance food security and resilience for vulnerable women and men returned to Salah al Din, through: the rehabilitation and creation of agricultural assets, climate-smart agriculture and nutrition capacity building for change-agents, restoration of and market development for pre-existing businesses.

The activities include, but are not limited to the following:

  • Rehabilitation and cleaning of agricultural infrastructure and irrigation schemes through cash based transfers
  • Provision of greenhouses, kitchen gardens, etc.
  • Microbusiness support and rehabilitation
  • Capacity building to local authorities, etc.

Secondly, the PM will support the Programme Director in the programme development for the Early Recovery sector.

Please note that the position and ultimate hiring is subject to the project approval by the donor and hence the hiring process will only be finalized once the project funds are secured.

Responsibilities & tasks

Programme management

  • Manage successful implementation of assigned project(s) in line with project documentation while continuously evaluating relevance of the project(s) to the reality on the ground
  • Ensure that project(s) are implemented in a manner that meets contractual obligations including all donor and PIN’s policies, procedures, rules and regulations
  • Conduct regular progress review meetings with the team to ensure project(s) is being implemented as per agreed work plans
  • Facilitate programme reporting and information flow between projects’ teams, other programmes and support departments
  • Ensure reporting (internal and external) is within agreed timeframes
  • Ensure effective and accurate monitoring and control of assigned projects budgets in coordination with Finance manager
  • Ensure that quality of project documentation meets standard organizational and donor specific requirements
  • Ensure efficient use of resources
  • Coordinate and collaborate with internal and external technical specialists as needed
  • Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational risks
  • With technical lead from MEAL, cinitiate programmatic assessments, analyze outcomes, ensure assessment reports are produced
  • Coordinate with the communication team for the visibility of the projects

Team management

  • Team supervision, coordination and identifying priority areas for capacity building and potential technical support/advice
  • Responsibility for adequate team structure reflecting the needs and scope of program and identifying the needs for new positions

Representatiton

  • Active representation within the relevant cluster (Livelihood, Food Security, WASH) and other governmental/UN/INGO led coordination mechanisms and working groups
  • Coordination with other humanitarian actors in PIN’s areas of operations
  • Explore potential partnerships with other NGOs and assess their capacities, with the main focus being on national/local NGO actors
  • Actively network within Alliance2015, consult and draft joint emergency strategies

Programme development

  • Contribute to development of new programme ideas
  • Lead on development of assigned project proposals
  • Maintain sound understanding of the situation in Iraq and the needs and opportunities for both humanitarian and recovery programming

Suitable candidates for this position should possess:

  • High motivation to provide humanitarian assistance in challenging environment
  • Three years’ relevant programme and management experience in emergency and/ or recovery context
  • University degree in relevant discipline
  • Familiarity with the humanitarian context of Iraq and/or the region
  • Familiarity with participatory and area-based approaches, contingency planning and reliance programming
  • Familiarity with Food Security, WASH and livelihood projects and cash based transfer modalities (especially Food for Asset WFP approach)
  • Experience and knowledge of UN, US and EU donors
  • Proven project development, implementation and management skills
  • Familiarity with finance management, drawings and budget forecasting
  • Ability to quickly adapt and get oriented in new environment
  • Ability do make strategic decisions even in stressful context and under time pressure
  • Openness to cultural differences and ability to adjust the managerial style while working with people coming from different cultural backgrounds
  • Experience in remote management is an advantage
  • Fluent English both spoken and written (Arabic and/or Kurdish is an advantage)
