About the PIN:
People in Need delivers assistance in Northern Syria addressing the needs of IDPs and hosting communities in several sector such as food security, education and WASH.
PIN is well-established organization with several field offices, direct implementation and more then 300 employees. Main office sits in Erbil and provides support services to field teams inside Syria. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $30 million across Syria and funding from humanitarian donors including ECHO, OFDA, FFP, DFID. The humanitarian portfolio contains two large consortia in cooperation with 6 other INGOs, funded by DFID and OFDA.
PIN’s key programming sectors in NES include a combination of early recovery and immediate humanitarian response programs in order to:
- Improve water service delivery and ensuring equitable access to Water and Hygiene services, in urban and rural areas;
- Improve food security
- Improve access to shelter
- Improve economic recovery
- Improve children psychosocial wellbeing
General Position summary:
The Early Recovery Program Manager is responsible for coordinating and implementing livelihood and protection program activities across the North East Syria. S/he is a strong team leader, able to develop new activities and mentor field team members. S/he is responsible for:
- Supervising ongoing early recovery activities located in Amouda, Kobane, Manbej and Raqqa. Activities include:
- Vocational (TVET) and Business trainings,
- Business grants,
- Distribution of start-up kits;
- Supervising ongoing protection activities located in Aleppo and Raqqa Governorates with the focus on Child Friendly Spaces and Psychosocial Support;
- Developing strategy and expanding early recovery activities;
- Leading and managing quality program design;
- Working with internal and external stakeholders.
Main Duties and responsibilities:
- Manage the project team, allocate tasks, monitor the completion, mentor and support their development (relevant skills and knowledge).
- Ensure quality and timely implementation of PIN’s Early recovery programming in Northeast Syria;
- Participate in identifying opportunities to increase scope and quality of PIN´s early recovery programmes; contribute to the development of PIN’s Syria strategy and sectorial quality guidelines; and with support of the Grants Department develop programme proposals and ensure timely and quality internal and donor reporting;
- Work closely with the Field Coordinator, Head of Programmes and M&E Manager to ensure that activities under s/he management are being appropriately monitored, evaluated and that feedback is reflected in ongoing programming;
- Promote synergies and coordination across all PIN’s areas of operation among relevant actors, represent PIN and work closely with the respective clusters, working groups and other relevant actors, and maintain close collaboration and good relations with donors and other partners;
- Maintain up to date knowledge of the overall situation in early recovery programs in Northwest Syria, and share this information with senior management, relevant coordination groups and other actors;
- Provide inputs to, and advocate for, mainstreaming of Protection and Do No Harm principles into proposals and interventions;
- Ensure that activities under her/his management are adequately budgeted and accurately spent;
- Follow up on procurement and logistical aspects of the projects to ensure that the activities are well planned and managed in accordance with PIN’s and donor policies and guidelines;
Knowledge and Experience:
- At least 3 years of professional experience within a humanitarian and/or development organization;
- Proven experience in in Emergencies/Early Recovery programming and familiarity with relevant guidelines;
- Experience with team management and supervision, interest in building the capacity of national teams;
- Excellent communication skills, including fluent spoken and written English;
- Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms;
- Strong organizational, critical analysis and problem solving skills;
- Experience of working in complex and volatile contexts, including familiarity with the humanitarian context of Syria or the Middle East, would be an advantage.
Living Conditions / Environmental Conditions
This position is an unaccompanied position. The position is based in Kobane and eligible for R&R. Kobane is main overnight duty station for all international staff based in North East Syria. The town is perceived as less conservative, offering opportunities for social life outside the work hours.
The curfew is not imposed, international staff can freely move within its administrative boundaries either alone or with a PIN duty driver. Guesthouse building in Kobane has five independent apartments; each of them contains 3-4 rooms, separate Kitchen, bathroom and internet.
General security situation outside Kobane is less secure however considered stable, allowing international staff freely move between all our offices without major restrictions according to PIN security recommendations. Mobile phones and cellular service are widely available. Internet is available in all PIN’s offices and guesthouses. There are a number of health services available with medevac mechanism for INGO’s members. There is reasonable access to most of the consumer goods. Travel to field sites will be required.
Team members are expected to conduct themselves in a professional manner and respect local laws, customs and PIN's policies, procedures, and values at all times and in all in-country venues.
