Position Summary

People in Need (PIN) (www.peopleinneed.cz/en) is an international, non-profit organization providing humanitarian and development assistance around the world. In Myanmar, People in Need started to work in 2002, when it launched the financial assistance to civil society groups and independent media. After 2008, PIN provided humanitarian and relief aid to people affected by typhoon Nargis. Since 2012, PIN has been operating directly from Myanmar, our programs focuses primarily on knowledge transfer, capacity building and support of local initiatives in remote areas. Furthermore, our social cohesion program aims to promote tolerance and acceptance of diversity in different communities. Through these activities, communities are able to find solutions to important problems, alleviate tensions in a nonviolent way and secure harmony. In addition, we are working in areas affected by armed conflicts in Rakhine State and in Kachin State providing humanitarian assistance. In Rakhine, security operations in August-September 2017 by government armed forces led to a large-scale displacement of the Rohingya people, mostly to neighbouring Bangladesh. At the same time, the Rohingya population remaining in Myanmar face dire consequences: their basic rights are constantly violated as people are confined to villages with no access to services. Their freedom of movement is heavily restricted. Since September 2017, People in Need has been assisting people who are affected by this conflict and who have been displaced from their homes. Moreover, since January 2019 fighting between AA and the Myanmar army have escalated and resulted a new wage of displacement. As of 19 June 2019, the Rakhine State Government estimated that more than 30,000 persons are newly displaced in Rakhine State due to conflict between the Myanmar Armed Forced and the Arakan Army. The vast majority of the displaced persons are currently staying in monastery compounds or with host families. Since January 2019, new displacement has remained fluid, with frequent reports of both new displacements and returns.

This position will lead the implementation of the emergency response project aiming at answering the multisector needs of displaced and host population in the fields of WASH, Child Protection, Nutrition and Distribution (NFI, shelter and education items) in coordination with partners (INGOs and local organizations) and the sectors (WASH, CCCM/NFI/Shelter, Protection, etc…).

Main tasks:

Project management

  • Responsibility for achieving project results and indicators, fulfilling the contractual obligations of the project, and ensuring timely and quality implementation
  • Compliance with PIN’s sectoral guidelines, international standards, and in country sectoral strategies
  • Responsible for proactive and continuous improvement of project quality and relevance
  • Insurance of MEAL and data collection, including CRM, in line with PIN and donor requirements and ensuring accountability to beneficiaries
  • Utilization of lessons learned for concrete improvements in program implementation and sharing internally and externally with other partners
  • Responsible for financial monitoring of direct costs, including national partner’s costs; ensuring sound financial management of the program budgets (monthly financial review, forecasting, reporting, etc.)
  • Initiation and follow-up of procurements and payments related to program needs in coordination with the Finance and Logistics Officers and in compliance with PIN and donor procedures; including procurement planning
  • Responsible for relevant HR processes related to the project team, including recruitment, performance management, capacity building and mentoring of national PIN and partners’ staff, including the identification of training needs and development of training plans
  • Supporting Communication and Advocacy efforts in coordination with the Communication Officer and Area Manager
  • Ensuring strong communication channels between the field and the System and Operation staff in Sittwe and Yangon when needed Project coordination
  • Representation of PIN at relevant sector coordination meeting, working groups, and other relevant bodies
  • Coordinate with the clusters relevant to the project to ensure adherence to sectors standards during all phases of implementation


  • 3-5 years experience in managing/overseeing development projects •
  • Min. bachelor’s degree in development or related field
  • Strong background in Multi-Sector Emergency response, particularly in WASH and Shelter/CCCM,
  • Experience in coordinating projects with multiple stakeholders; proven capacity to coordinate with IASC cluster systems,
  • Experienced in making logical frameworks, proposal development, M&E and reporting
  • Familiarity with NGO working environments and standard procedures
  • Advocacy/policy experience a plus
  • Fluent in English; Burmese is a plus
  • Prior Myanmar or Rakhine experience a major plus, but not required.
  • Strong oral and written communication skills.
