Line Manager: Field Coordinator for North-West Syria

FSL PC directly manage (Deputy) PMs in Food security and livelihood department consisting of Food security unit and Livelihood programs unit. FSL coordinator’s line manager is Field coordinator for North-West Syria.

FSL PC supports synergies and complementarity among food security and livelihood programs; ensures that PIN internal rules as well as donors’ rules and contractual obligations are followed and met; ensures that PIN is adequately represented within coordination structures (represents PIN in sectoral working groups or appoint another member of team to do so)

Duties and responsibilities:

Support & Supervision

  • Leads the process of formulation of mission strategic plans and goals in FSL sector;
  • Actively participates in needs assessment, project proposal development and studies/reports development in given sector
  • Ensures compliance with mission strategy, program strategy and project proposals/commitments to donors
  • Coordinates among other sectoral units to achieve project synergies and effective targeting
  • Suggests and design appropriate response strategy (in consultation with field staff in Syria)

Program Management

  • Supervision of FS and Livelihoods Programs
  • Coordinates with field teams, ensures that roles of the team members are clearly described; task distributed and managerial lines followed
  • Ensures that standard and adequate control mechanisms are in place (approval system, monitoring, reporting)
  • Strives for continuous improvement of quality of the programmes; collects, strengthens and shares know-how and good practice within the sector
  • Closely follows PIN internal guidance (actively supports its adaptation/upgrade suitable for given context)
  • Develops intervention logic using synergies and cooperation within FSL team
  • Supervises process of plans arrangement, its preparation and implementation
  • Controls the overall progress of projects against plan; in case of problems actively communicates with HOP and seek for solutions
  • Approves contracts, projects and payments according to given thresholds.
  • Reviews and develop project reports (at mission level), submits to approval to HOP, CD and HQ

Coordination

  • Actively engages with sectoral working group existing in the region
  • Closely cooperates with M&E department; supporting design of studies/assessments/ monitoring and ensures it is being reflected in program
  • Actively engages on regular bases with support department, in particular finance
  • Closely cooperates with media/advocacy section

Financial

  • Controls regularly project balance and project drawing, makes sure that financial forecast reflects capacity of teams, reality and budget approved by donors
  • Ensures that weekly financial requests/forecasts are timely submitted to Finance departments
  • Contributing to budget formulation and development
  • Ensures that finance control mechanisms are in place and followed (payment approvals, procurement, invoices matches to supplied goods/distributed items)
  • Immediately informs mission management about any risk factor or situation

Human Resources

  • Identifies the needs for new positions within teams (in consultation with teams)
  • Responsible for adequate team structure reflecting the needs and scope of program
  • Together with HR department and Syria team actively involved in recruitment within FSL department (participates selection process of key positions within a team in Syria; leads selection process)


Main requirements:

  • Experience of working within food security and livelihood sector for a humanitarian and development organization, preferably 3 years at least
  • Familiarity with the humanitarian context in Syria
  • Experience of working in complex and volatile contexts
  • Professional experience in a managerial position, experience with remote management is an asset
  • Experience in budget management
  • Strong critical analysis and problem solving skills
  • Fluent English both spoken and written (Arabic is an advantage)
