People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive past experiences and lessons learned across development, emergency and post emergency contexts to design, implement and monitor quality programming. Active in DR Congo since 2008, PIN DRC is considered one of the main actors in the nutrition sector in South Kivu province. PIN DRC focuses our work on three thematic areas Community Resilience & Sustainability, Response to humanitarian crises, Good Governance & Civil Society. Key current and past donors include UN Humanitarian Fund, UNICEF, FAO, ECHO.

 

Job overview:

Under the direct supervision of the Country Director, the Head of Operation is responsible for the Supervision, coordination and the oversight of logistics and procurement in all sectors, including logistics budgets and planning. Head of Operations directly manages national logistic team (9 national staff) and continuously works on its capacity building.

Main responsibilities:

Logistics:

  • Oversee the operations of the logistics team in all sectors, including base management, fleet management, procurement, assets and administration at country office and in field offices.
  • Oversee logistics budgets, improve needs planning, and contribute to planning needs for new projects with regards to security and logistics.
  • On basis of logistics budgets, ensure effective and efficient use of funds, and provide inputs to the Management Team.
  • Ensure compliance within systems and operations to internal and donor policies and guidelines.

Procurement:

  • Oversee procurement system, implementing centralized procurement system, following all relevant donor and PIN guidelines and procedures, and considering relevant corruption risks.
  • On a regular basis, audit the procurement process in order to highlight flaws and pressures associated with operating in the DRC context.
  • Provide detailed training and mentoring to Program Managers, Project Managers, and other appropriate staff in the procurement rules and regulations.
  • Together with the Program Managers ensure the timely procurement of goods and services in a safe, timely and cost effective manner, facilitated by good planning.

Main requirements:

  • Experience with team management and supervision
  • Experience managing logistics and systems would be welcomed
  • Advanced level of English and French is required
  • Ability to organize and plan effectively
  • Ability to work in difficult conditions and under pressure
  • Great communication skills
  • Responsible and systematic
  • Cultural sensitivity, experience with development projects/international work experience is strongly welcome
