About the role:

PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, and Education, in addition to Early Recovery and Livelihoods activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $30 million, engaging over 350 full- time staff members across Northern Syria and cross-border response hubs in neighbouring countries.

Head of Programmes (HoP) is part of Syria Country Management Team (together with Country Director, Head of Systems & Operations, Field Coordinators, Security Advisor and members of HQ Syria desk). He/she oversees efficient program delivery and quality of the projects on WoS level. Together with the Country Director, the Head of Programmes represents PIN to donors and partners, ensuring that PIN is recognised for its field experience.
Head of Programmes reports to PIN Country Director for Syria Response. He/she has delegated management responsibility for MEAL unit, Grants Unit, Accountability manager and Protection Manager.
 

Duties and responsibilities:

  • As an active member of the Country Management Team (CMT), ensures overall management of the Syria Country Program in alignment with the Country Program Strategy, including compliance with internal and external policies;
  • Together with Grants Unit, leads project development that meets internal quality standards and is aligned with donor strategy and guidelines and country program strategy;
  • In cooperation with Grants Unit, leads grants kick-off meetings, organize regular program reviews, and ensures that overall progress against indicators on WoS level is properly tracked and swift and appropriate measures are taken in case of deviations;
  • In cooperation with Program managers and Knowledge, Learning and Development (KLD) leads development and reviews of standard operation procedures for particular sectors and modalities;
  • In close collaboration with M&E and Program managers, ensures that program quality is systematically enhanced through integration of global and Syria best practices into programming;
  • Promotes synergies among PIN programs across different geographical locations and sectors;
  • Supervises Monitoring and Evaluation strategy implementation to ensure coherence, efficiency, access to and utilization of data;
  • Ensures that programme learning is effectively generated and utilized to continually improve programming;
  • Supervise Protection Mainstreaming Strategy implementation and ensures that protection consideration are integrated into all phase of PCM;
  • Supervises implementation of Accountability Strategy and ensures that accountability considerations are integrated in Standard Operating Procedures and properly followed across programmes.

 Suitable candidates for this position should possess:

  • At least 3-5 years of professional experience within a humanitarian and/or development organization with at least 1 year of experience in position of Head of Program or Program Coordinator for large multi-sectorial programs
  • Experience in ensuring timely and quality implementation of large projects in unstable environments
  • Successful experience writing and coordinating high-value proposals for major donors (USG, SDC, DFID, EU, etc.)
  • Strong leadership and staff management skills, with a record of managing large and diverse teams
  • Excellent communication skills, including fluent spoken and written English;
  • Strong organizational, critical analysis and problem solving skills;
  • Experience of working in complex and volatile contexts, including familiarity with the humanitarian context of Syria or the Middle East, would be an advantage.
