Position Summary
Leave No Girl Behind – Consortium Coordinator is member of country programme support staff who manages the international partnerships with other INGOs, specifically, DFID’s Girls’ Education Challenge (GEC). The CC is the main responsible person for coordination of partners in the project. S/he follows closely implementation, MEAL, safeguarding, contracting and financial spending of partner NGOs. Trains, monitors, shares lessons learnt and problem solves where necessary. Is in close contact with PIN’ s Project Manager. CC coordinates closely with PIN Education Programme Manager and her/his line manager is Head of Programmes. S/he is the focal person for DFID/Price Waterhouse Coopers Fund Manager (PWC) communication and responsible for all updates, reports and contracting towards PWC/DFID. S/he is also responsible for liasioning with HQ Desk regarding the project, contracting, safeguarding, MEAL and advisory support.

The project is improving access to education in Ethiopia for most marginalized girls. By improved quality of teaching and learning environment, targeted girls will acquire relevant skills to overcome social, economic and contextual factors that leave them behind in life.  

The consortium is formed by Alliance 2015 partners working in Ethiopia, led by People in Need, and include Concern, Welthungerhilfe (WHH), Helvetas and a technical partner, Centro Italiano Aiuti all´infanzia (CIAI).

Reporting Relations & Interdependencies with Other Functions
The CC’s line manager is Head of Programmes.
At headquarters (HQ) level, the CC works in cooperation with Desk Officer, Compliance Advisor, Education Advisor, Safeguarding Officer and Finance Desk Officer who provide support and methodological guidance in respective fields of donor rules and partnerships. The position also coordinates with Education Programme Manager and Head of Programmes for information specific to the project activities, project cycle management and monitoring of project internally.

Main responsibilities include:
  • The CC reviews and manages projects´ results, especially linked to high level government stakeholders´, donor relations to ensure project´s acceptance and working environment to promote positive outcome of the results
  • Coordinates partner NGO focal persons – eg. Project managers, monitors implementation of their activities and ensures compliance with donor and PIN rules and spending on project during regular visits in field offices and joint steering meetings
  • Represents project partnership at various stakeholder meetings
  • Conducts regular (as per contract) Coordination meetings with partners program staff; reviewing project progress, challenges and plan for the following period monitor their performance and project implementation, supports PIN PM in monthly reporting sessions.
  • Budget review together with PIN and partners PMs on regular basis as per donor and partnership contract
  • Cooperates with Communications Officer and Project Manager on visibility and communication topics identification and information gathering on as needed basis
  • Ensures all communication and outputs communicated to donor, government officers, partners and other project stakeholders are relevant, are of high quality and information value
  • Trains partner NGO staff on policies stemming from partnership and donor agreements
  • Supports and monitors partner safeguarding policies utilization and implementation and reports any incidents to GEC as per contract and safeguarding policy
  • Main focal person for communication and planning with external evaluators, takes part in evaluation design and conducts monitoring of external evaluators work progress
  • Plans and monitors partners’ results framework during regular reporting periods
  • Ensure partner compliance and reporting is done on time
Requirements:
  • Proven 4 years of experience with programme management
  • Proven 2 years of experience with partnership management of consortia of more than 4 partner NGOs
  • Proven experience with independent monitoring and evaluation of long-term partnership projects
  • Proven experience with team management, including development of national team capacities and capacity building
  • Experience in programme development, strategic planning, supervision of procedures
  • Experience in inclusive education, gender mainstreaming is an advantage
  • University degree in development studies or education is an advantage
  • Excellent English, both written and spoken
  • Previous experience from Ethiopia preferred
  • Excellent communication, detail orientation, organisation, analytical and problem-solving skills
