People in Need (PIN) has been active in Angola since 2006. With a team of 10 expatriates and approx. 80 local staff, it manages programs in the areas of education, livelihoods and food security, water sanitation and hygiene and civil society/gender. PIN programs are managed from its head office in Kuito, Bié province and field offices in Huambo, Huila and Lunda Norte provinces. This position is to supervise the accounting processes in PIN Angola mission in coordination with the Finance manager and/or HQ finance team; to capacitate the Finance Department staff in the Angola mission in their development, growth in context of international non-governmental organization and compliance with financial obligations towards donors, local authorities and PIN’s procedural rules; and to provide guidance to all staff on the mission in financial and administration processes. The person will work closely with the local team in order to support both their capacities in finance and in computer literacy (focusing on tools used for financial administration of the mission).

Duties and responsibilities

  • Reports directly to Finance Manager and in his/her absence to Country Director
  • S/he will coordinate with FDO and Accountant at HQ level. At the national level s/he will work in close interface with local financial team and programme staff

Accounting

  • Monitors preparation, registration and posting of all documents and transactions into the accounting system, with special focus on cash register operations
  • Verifies the quality and completeness of supporting documentation
  • Supports local financial team in using financial computer programmes and tools (ELO archiving, Navision, PIN’s Excel tools)
  • Monitors approval processes at the mission and processing of contracts and invoices
  • Bridges the gaps in coordination with FO/FDO and Accountant at HQ

Supervision and Capacity Building

  • Supervises the local finance team
  • Coordinates with focal persons in other field offices
  • Provides guidance in financial and administration processes to expats as well as other local teams (programme staff, logistics, HR and administration)
  • Participates in capacity building activities with the local finance team
  • Supervises the procurement process (only archiving, ELO check, etc., but not performing whole procurement from the beginning)

Technical competences

  • At least one year of experience in accountancy, preferably with non-governmental organizations
  • Good understanding of relevant development issues
  • Knowledge of double entry accounting
  • Excellent communication skills - verbal and written including fluency in written and spoken English. Medium to advanced Portuguese or Spanish or French is an advantage but not requirement.
  • Capacity to make complex technical information accessible and usable by non-specialists
  • Ability to organize and plan effectively
  • Proven analytical and strategic skills
  • Ability to take initiatives and make decisions with limited support in complex environments
