Program Quality & Development Officer (PINV; international posting)

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of marginalized populations. This includes people who live in geographically remote areas of Nepal, people who are from historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity (women and girls). More recently, PIN has also supported Nepal's post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind. PIN is strongly committed for safeguarding of children and vulnerable adults, including people with disability, in line with its safeguarding framework and child protection policy.

Overview

Program Quality & Development Officer (PQDO) works closely with PIN Nepal Head of Programs in developing PIN’s programming portfolio in Nepal. He/she provides support in ensuring quality of PIN’s existing programming and actively participates in developing new grant proposals. He/she also supports with capacity building, advocacy and fundraising efforts in line with PIN’s strategic and sectoral priorities.

A successful candidate will demonstrate strong knowledge in PIN Nepal’s core programmatic areas and relevant themes, such as gender, social inclusion, climate change and environment or market systems. Key skills include ability to apply critical and analytical thinking into assessment of ongoing PIN projects and offer constructive solutions for continuous program improvement. He/she will also possess excellent writing skills that blend contextual awareness, primary and secondary research skills, critical application of PIN’s sectoral and strategic priorities and ability to coordinate with program development teams in an effective and timely manner.

Main responsibilities/detailed task

Program Quality

• Support program teams throughout the project cycle and actively participate in programmatic adaptations as required to maximize impact of PIN programming in Nepal;
• Support PIN’s Girls Education Challenge program (“Aarambha”) team in continuously strengthening the individual project components and applying latest programmatic adaptations in response to COVID-19
• Lead on updating and operationalizing CP Emergency Response Plan and coordinate with relevant staff on periodic revisions of CP contingency plans and risk assessments, particularly around long-term impact of COVID-19 on PIN programs in Nepal;
• Work closely with MEAL department to design tools and practices to support transfer of learning from existing and past programs into continuous development of PIN programming in Nepal;

Program Development

• Under the supervision of country director, lead on development of new grant proposals by coordinating with relevant programs and department leads, and the HQ-based advisory team at Knowledge and Learning Department;
• Ensure all new proposals fall in line with the Country Program Strategy, overall PIN Relief and Development Department (RDD) Strategy, and sectoral and thematic priorities of the relevant UN clusters in Nepal;
• Coordinate throughout all stages of the proposal development process, including workflow management, development of logical frameworks and budgets, managing and negotiating with partners, meeting deadlines and obtaining required technical and operational support from Country Program staff and KLD advisors;
• Ensure all new proposals are fully compliant with donor rules and requirements, as well as PIN internal systems and processes;
• Identify new opportunities and support with strategic pre-positioning, including donor mapping, designing and analyzing needs assessments, data management, review and compilation of secondary sources and developing materials for fundraising;

Capacity building & HR Management

• Together with Senior Management Team (SMT), actively identify capacity needs of PIN and partner staff, and support in developing tools for building technical and managerial skills and knowledge around PCM and program development;
• Liaise with HQ-based KLD to ensure that available capacity-building resources are made available and utilized at CP to the maximum extent possible;

Representation & Advocacy

• Support Country Director and HoP in representing PIN towards existing end prospective donors and partners in relevant coordination forums;
• Work closely with PIN Communications & Advocacy Manager and HQ-based Communications & Advocacy Department (CAD) to support PIN advocacy efforts in Nepal by following and regularly updating CP communications and advocacy strategy;

Other

• Adhere by PIN Code of Conduct and related Policies;
• Abide by PIN Safety and Security Policies and follow organizational procedures for field travel;

Requirements

• Resourcefulness, strong contextual analysis and research skills and ability to deploy appropriate technical tools and methods in program development.
• Knowledge of the proposal development process, including experience writing grant applications for major donors, such as DFID, EC, ECHO, USAID, UN and others;
• Ability to think, communicate and write critically and creatively, and to produce innovative and competitive proposals;
• Excellent communication skills and ability to coordinate complex workflows internally and externally while producing timely deliverables in high quality;
• Ability to think independently and use available resources to further develop PIN programming portfolio in Nepal
• Strong sense for teamwork and commitment to build HR and technical capacities of the CP;
• Ability to perform under time pressure, maintain work flexibility and high degree of professional integrity and willingness to work in a fast-paced and multi-cultural environment;

Qualifications

• Bachelor’s degree in relevant discipline required; Master’s degree preferred;
• Minimum 2 years of experience developing complex proposals and managing projects from major donors;
• Demonstrated experience in education, DRR, emergency response, early recovery, protection and social inclusion and health preferred;
• Track record working with culturally diverse teams, in both development and emergency contexts;
• Excellent command of written and spoken English is a must;
• Previous experience in Nepal or South Asia preferred
