Job Overview:

Aid operations being managed remotely presents number of challenges. One of the key aspect of such operations is increased demand on controlling and monitoring mechanisms combining different approaches to achieve adequate accountability. It requires humanitarian experience from different contexts combined with innovative methods of verifications, cross-checks and participative monitoring.

Organization Context:

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organization of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN draws on extensive past experiences and lessons learned across many emergency and post emergency contexts to design, implement and monitor quality programming; and has been active in Syria since 2012, across Food Security and Livelihoods, WASH, Education, and Capacity Building sectors, with a current annual turnover of approximately US$40m in cash and in-kind. Current and past donors include DFID, ECHO, EC, USAID-OFDA, FAO, WFP, SDC, German MFA, and the Czech MFA. PIN employs over 300 local staff and 15 ex-patriate Senior Management staff across Syria and Iraq, and implements programming through 7 offices in Syria.

Main responsibilities:
  • To ensure that adequate controlling and monitoring mechanisms are in place
  • To lead a small team conducting accountability monitoring visits to PIN offices and assistance activities in North West and North East Syria, reporting to the Country Director
  • To commission and oversee Third Party Monitoring activities inside Syria
  • To conduct follow-up enquiries and investigations regarding questions or complaints received through the Complaints & Response Mechanism or other channels
  • With support of line manager contribute to the implementation of M&E policy and ensure that standardized tools are used throughout the program
  • With support of line manager, compile and analyse the report considering gaps in M&E when requested 
Suitable candidates for this position should possess:
  • Field experience of humanitarian aid distribution & monitoring processes, including beneficiary selection & verification, distribution organisation, distribution monitoring & post-distribution monitoring
  • Experience of conducting monitoring and/or investigations preferred
  • Arabic language skills is advantage
  • Strong personal commitment to aid transparency and accountability
