Location: Prague or home-based with 30% to 50% travel to PIN country programmes and Prague

Contract duration: 12 months with possible extension

 

Introduction

People in Need (www.peopleinneed.cz) currently has offices in seven post-communist countries in Eastern Europe, the Balkans and the Caucasus: Ukraine, Moldova, Serbia, Bosnia and Herzegovina, Kosovo, Georgia and Armenia. PIN has had continuous operations in the region since the early 2000s, implementing agriculture, rural development, small business and vocational training programmes, supporting the development of civil society, promoting civic engagement and participation of youth in public life, striving to build local, regional and international partnerships for social inclusion and facilitating cooperation between civil society and public authorities. PIN also provides humanitarian assistance to conflict-affected populations of Eastern Ukraine.

As Programme Quality Adviser, you will be a member of the desk team supporting PIN Relief and Development Department (RDD) country programmes in Europe and the South Caucasus. You will maintain a positive collaboration with country teams both remotely and through regular visits to improve the quality of the Monitoring, Evaluation, Accountability and Learning (MEAL), and grants development processes. You will contribute to the development of relevant and high quality programmes and the capacity development of local and international staff across the region.

 

Duties & Responsibilities

 

Planning and Development of M&E Processes

  • Support HQ RDD and country offices in identification of strategic priorities in MEAL and development of frameworks for procedures, functions and processes institutionalizing support to quality MEAL in country offices (Country Program M&E Strategies and Guidelines)
  • Provides technical and advisory support to country teams in application and implementation of MEAL practices:
  • Conducts internal evaluations when relevant
  • Engages with project / programme teams to support implementation of evaluation findings in projects
  • Provides technical input on MEAL to project proposals
  • Builds capacity of programme and MEAL staff at the country level in technical skills and understanding of the value of MEAL, especially planning and implementing MEAL activities in projects – logframe approach and indicators, M&E plans, Results-based Monitoring (RBM), Designing surveys, Data collection, Data analysis, Designing evaluations, Dissemination and use of results
  • Supports design of M&E induction training and ensures delivery to new project staff (by Country Director/Head of Programmes or personally when necessary)

Technical Assistance

  • Project / Programme level MEAL planning: Monitoring and Evaluation (M&E) plans, baseline/midterm/end-line methodologies, etc.
  • Setting-up Results-based Monitoring
  • Support in data analysis
  • Support in planning and implementation of internal and external evaluations: development of Terms of Reference, selecting evaluation consultants, preparation or review of evaluation designs and methodologies, review of evaluation reports

Technical Capacity Development Accountability, Knowledge Sharing and Organizational Learning

  • Ensures that Complaint Response Mechanisms are in place at country level and that information is shared towards communities
  • Engages with project / programme teams and MEALstaff to support preparation of evaluation briefs and presentations for dissemination of evaluation results
  • Promotes the use of PIN strategic indicators in projects and supports standardized data collection
  • Manages and maintains regional know-how about external consultants, seeks feedback on external evaluation consultants (performance appraisal), links PIN staff to external evaluation consultants
  • Contributes to mapping and collecting relevant MEAL resources, maintaining PIN’s MEAL electronic library and updating the e-learning content
  • assures compliance with donor procurement requirements;

Grants Development

  • Inputs into country strategy development
  • Supports country teams in deciding which opportunities to pursue, based on their strategies, capacities, potential of added-value for PIN in the country/region
  • Supports proposal writing process (eg. calendar, compliance with donor requirements, teaming agreements with partners etc.) at country level (as per priorities identified together with the Regional Director)
  • Builds capacity of project staff in proposal development and provides feedback and on the job coaching in proposal writing and development
  • Assists in identifying grant opportunities, participates in communication with donors, where needed

Qualifications and requirements:

  • Minimum of 5 years of work experience within the field of project management, monitoring and evaluation or grants development
  • Experience working with International NGOs
  • Experience with capacity building of national staff in the area of MEAL and/or grants development and facilitating trainings and workshops
  • Technological awareness and knowledge of analytical software (MS office, Kobo, Stata, SPSS, etc.)
  • Excellent analytical and report writing skills (English)

PIN offers:

  • Type of contract:
    • consultancy contract (contract for providing services), mandatory health, social insurance and taxes must be paid by consultant in country of residency him/herself
    • for European union citizens possibility of Czech employment contract (mandatory health and social insurance contributions and taxes advances paid from the gross salary in Czech Republic)
  • Duration of the contract: 12 months with possibility of extension

  • 25 days of paid leave annually (compensational leave: if it occurs absolutely necessary work over weekend or on holidays is compensated proportionally 1:1
