Country Program and Position Overview:

People in Need (PIN) has recently finalized registration in Aden, Yemen and will be launching multi-sector humanitarian programs in the south of Yemen in 2022. The Country Program (CP) will start with an initial core team and launching of programmatic activities, with an aim for scale-up in the second half of 2022 - increasing the team, institutional funding, and programmatic footprint. This position is ideal for a driven and experienced humanitarian professional that would like a hands-on role and programmatic leadership of a new CP. The Programmes Director (PD) in close coordination with the Country Director (CD), will lead on development of the program strategy, implementation of multi-sector humanitarian and early recovery projects, recruitment and capacity building of program teams, and quality assurance/MEAL. They will play a lead role in ensuring development and expansion of PIN’s programming in country, proposing new interventions in line with both the country and overall PIN strategies and the evolving humanitarian context. The PD is part of the Country Management Team, along with the CD and Head of Systems and Operations (HoSO) and will be actively involved in CP decisions and approaches. The PD will work closely with the PIN HQ team including the Regional Director for Middle East, Head of Emergency Programmes, and Technical, Security, and Humanitarian Advisors which will provide active support throughout the set-up and scale-up phases.

Program Strategy and Implementation:

  • Lead the development of PIN’s Yemen Program Strategy including identifying key sectors and geographic areas of implementation
  • Oversee implementation of initial multi-sector humanitarian and early recovery activities with an aim of expanding PIN’s programmatic footprint
  • Lead, coordinate, conduct analyses, and preparation of reports for joint and individual assessments
  • Coordinate and supervise implementation of the first pilot interventions managed by national programme team
  • Develop project workplans and ensure implementation is done in a timely manner; facilitate regular project reviews to ensure projects are on track (scope, timeline, and budget)
  • Ensure adherence to quality standards including Sphere, Core Humanitarian Standards, Humanitarian Principles, and PIN’s guidelines, in close coordination with PIN’s Technical Advisors
  • Develop the country monitoring, evaluation, accountability, and learning (MEAL) plan and oversee implementation of MEAL activities including assessments, post-distribution monitoring (PDMs), and the complaints, feedback, and response mechanism (CFRM)

Coordination, Fundraising, and Reporting

  • Represent PIN and actively participate in relevant Clusters, working groups, and coordination groups in coordination with the CD
  • Liaise with donors, understand donors’ priorities, and actively seek new funding opportunities
  • Partnership development with various stakeholders including local and international NGOs, local authorities, etc.
  • Lead on project design and proposal development
  • Oversee internal and external reporting (narrative and financial, with the finance team)
  • Ensure compliance with donor requirements and proposal goals

Human Resources:

  • Direct supervision of senior program team staff members, such as Project and MEAL manager(s)
  • Actively lead staff plan and recruitment of initial program team such as Project and MEAL managers, officers, assistance, and technical experts
  • Provide capacity building and coaching to the program and MEAL teams
  • With the CD, ensure adherence of the Program and MEAL teams to PIN’s CoC and key policies

Security Management

  • Actively monitor the context and contribute security information to development of SoPs; ensure relevant information is shared with the CD and relevant teams members
  • Along with the CD, ensure that program teams are adhering to relevant safety and security SoPs

Requirements:

  • 3+ years of experience implementing humanitarian and/or early recovery projects in complex environments;
  • Experience in the country or region is a plus
  • Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams
  • Knowledge of multiple humanitarian sectors and implementing multi-sector projects is strongly desirable
  • Good understanding of the humanitarian environment (NGOs, NGO Forums, UN/Clusters, main donors)
  • Strong understanding of program cycle management and quality standards
  • Excellent communication and writing skills in English; Arabic language a plus
  • Proven experience in networking and fundraising with key humanitarian donors
  • Good organizational, planning, diplomatic, and problem-solving skills
  • Willingness to regularly travel to and spend time in the field
  • Drive to work in a hands-on capacity and enthusiasm to lead programming in a start-up country program

Living Conditions / Environmental Conditions:

  • This position is unaccompanied and is based in Aden, Yemen. Guesthouse/accommodations will be analysed and finalized upon arrival of the CD
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and PIN's policies, procedures, and values at all times and in all in-country venues
