People in Need (PIN) has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN belongs to major humanitarian actors in Eastern Ukraine while providing neutral and independent humanitarian aid to conflict-affected people. So far PIN has implemented number of emergency food, NFI, shelter, protection, livelihoods and WASH interventions and supported more than 500 000 vulnerable IDPs, returnees and host communities.

In cooperation with partners, PIN is implementing a 1-year ECHO funded Action focused on provision of multi-sectoral humanitarian assistance to conflict-affected populations in Eastern Ukraine, including health/mental health, WASH, shelter, multi-purpose cash assistance/basic assistance, food security and evidence-based advocacy, needs assessment and data analysis and coordination (hereinafter referred to as “the Action”). The Consortium consists of the following partners: PIN as a lead in the Consortium, and Action Contre La Faim (ACF), Médecins du Monde (MDM), and ACTED in partnership with IMPACT Initiatives.

Protection Mainstreaming Expert (PME) will ensure that protection risks relevant for the Action are identified, known to the consortium partners and protection-mainstreaming principles are implemented throughout all relevant activities of the Action and thus the Action has a positive impact on the protection of displaced and affected populations. PME should also review the Cross Referral System and suggest improvements to the current system to make it more effective and ensuring protection principles are uphold.

Responsibilities:
  • To conduct protection assessment of protection risks for the affected population in relation to Action’s activities;
  • To formulate recommendations for mainstreaming protection in the Action’s activities based on protection mainstreaming principles as defined by the Minimum Inter-Agency Standards for Protection Mainstreaming and in line with ECHO's Humanitarian Protection Policy;
  • To create protection mainstreaming sector specific checklists and tools that could help the project teams to implement the protection mainstreaming recommendations (e.g. tools for communication of identified protection incidents, protection sensitive complaint response mechanism);
  • To deliver trainings and workshops on protection mainstreaming to the project teams of PIN and Consortium partners;
  • To review and further develop the existing cross referral system (internal one, across programs of the Consortium and to external partners when needed);
  • To identify main problems in the implementation and effectiveness of the cross referral system and implement measures and improvements to address them.
Qualification requirements:
  • Advanced university degree in international law, social sciences, international relations, or related discipline;
  • Minimum 3 years of relevant professional experience in protection/protection mainstreaming preferably in emergency context;
  • Knowledge of international protection standards;
  • Experience in conducting assessments and developing training programs;
  • Previous work experience with establishing cross referral systems to address individual protection cases;
  • Strong communication skills and ability to lead discussions/meetings;
  • Full respect for client/organization confidentiality;
  • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability;
  • Fluency in spoken and written English. Knowledge of spoken Russian and/or Ukrainian will be considered as an asset.
PIN offers:
  • Salary 2 500 – 2 800 EUR (per diems included)
  • Local accommodation and transportation covered 100 %
