Background:

People in Need (PIN) has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Eastern Ukraine while providing neutral and independent humanitarian aid to conflict-affected people. The PIN representative office is located in Kyiv. PIN field office in Sloviansk functions as the main base for PIN's humanitarian operations in the government-controlled area (GCA) and supporting office for the PIN field office in Stakhanov (Lugansk Oblast, non-government-controlled area, NGCA). So far PIN has implemented number of emergency food, multi-purpose cash grants, NFI, Shelter, Protection, Livelihoods and WASH interventions and supported more than 2 million vulnerable IDPs, returnees and host communities in both urban and rural locations. PIN's main donors in Ukraine currently include ECHO, OFDA, DFID and UNHCR.

The Consortium Protection Coordinator, in close coordination with ACCESS Consortium partners, will ensure that Consortium activities target the most vulnerable, enhance safety, dignity, and promote and protect the human rights of the beneficiaries without contributing to or perpetuating discrimination, abuse, violence, neglect and exploitation.
 

Responsibilities:

The Consortium Protection Coordinator, in collaboration with the PIN Protection Advisor and Program Development and Quality Assurance (PDQ) Unit will support the ACCESS Consortium to continue the process of incorporating protection principles and accountability in programming. As a specialist in protection mainstreaming, they will provide technical support and assistance to ensure that consortium activities integrate and promote principles of meaningful access, safety and dignity and local participation and empowerment. During the previous ACCESS phase, the Consortium hired a Protection Mainstreaming Expert who reviewed all programs implemented by the partners and made recommendations for how the four primary protection-mainstreaming principles can be addressed. The specialist will build on these and, together with the Protection Advisor and PDQ Unit, ensure that protection-mainstreaming principles are included across all programs during activity design, implementation and evaluation. The specialist will also continue to build the capacity of consortium staff in protection mainstreaming, including community engagement and accountability practices.
 Internal relations:
The Consortium Protection Coordinator directly reports to the Head of ACCESS Consortium, with a technical supervision line to the PIN Protection Advisor. He/she will also coordinate regularly with Head of Programme Development and Quality Assurance , Deputy Country Director-Programs, Senior Emergency Coordinator, AME Manager and Programme staff across the ACCESS partners..

 SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Further advance and follow up recommendations developed by Protection Mainstreaming Expert for each sector (WASH, Shelter, Health, Mental Health & Psychosocial Support, and Multi-Purpose Cash and Voucher transfers), and ensure that PIN Program Managers and those of partner organizations utilize these recommendations.
  • Act as the Consortium focal point for the consolidation of several referral pathways and consolidate all referrals for protection-related issues (including legal issues or special needs) across the partners through a set of standard operating procedures (SOPs).
  • Work with Consortium teams to ensure that referrals are implemented, with cases referred to the Protection Cluster, OCHA or other partners as may be relevant, as well as to work with PIN and consortium focal points to identify how to adopt a more integrated case management approach.
  • Continue to build the capacity of Consortium staff in protection, including how better to engage local community members during planning and implementation of the program, and assist in report or proposal development as necessary.
  • In coordination with AME Manager, prepare protection mainstreaming assessment plan to conduct evaluations of each program sector.
  • Share the findings of protection assessment and monitoring with relevant Program Managers on a regular basis and guide them in the implementation of recommendations and improvements.
  • Contribute to Consortium learning and development.

MAIN REQUIREMENTS:

  • Advanced university degree in international law, social sciences, international relations, or related discipline;
  • Minimum 3 years of relevant professional experience in case management, referral systems, and/or protection mainstreaming and accountability, preferably in an emergency context;
  • Knowledge of international protection standards;
  • Experience in conducting assessments and developing training programs;
  • Strong communication skills and ability to lead discussions/meetings;
  • Full respect for client/organization confidentiality;
  • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability;
  • Fluency in spoken and written English, and preferably knowledge of Russian and Ukrainian, which is a plus.

PIN OFFERS:

  • Starting salary as per PIN scale (per diems included)
