Regional MEAL Advisor for Asia

Position: Paid job (possible both part time and full time)
Location: Prague CZ, Home based or in Asia (local office in Cambodia, Bangkok, others). Location is upon agreement
Starting date: ASAP

The purpose of the position:
Support HQ MEAL Unit, technical advisors and Relief and Development Department (RDD) management in enhancing quality of People in Need (PIN) programs, and implementation of MEAL systems, knowledge transfer and learning process to increase quality of PIN work.

Main responsibilities:


MEAL compliance, quality and development
  • Assures compliance with PIN standards and procedures and alignment with RDD strategy, through regular coordination with colleagues in Country Programme (CP) offices.
  • Liaise with the HQ MEAL department to ensure compliance with and understanding of all global standards, while at the same time, promoting to HQ experiences from the field to influence HQ policy and practice for improving MEAL and institutionalizing support to quality MEAL in CP offices
  • Takes lead in creating a CP MEAL strategy in line with country needs and best MEAL practice, with practical guidelines, which can be used and followed by the team and non-MEAL specialists.

Technical oversight and support
  • Provide project MEAL technical support and guidance to MEAL staff, Project Managers and other relevant staff in both a structured manner and on a case by case basis:
  • Support project M&E planning (M&E plans, baseline/midterm/end-line methodologies, etc.)
  • Strive for adequate MEAL budget for effective MEAL work in all projects
  • Set-up and support results-based monitoring (including review or development of indicators)
  • Finalize data collection tools, such as surveys and questionnaires developed by the MEAL and program  team
  • Promote and support use of IT tools for data collection, processing and analysis
  • Take part or carry out data collections, assessments, reviews and any other form of survey or review of projects.
  • Support or conduct data analysis.
  • Plan for and coordinate the implementation of external evaluations
  • Undertake in-depth internal evaluations, especially on projects/programs, which will not have any external review.
  • Engage with project / programme teams to support implementation of evaluation findings
  • Provide technical input on MEAL to project proposals
  • Complete regular field visits to ensure technical oversight and support, identify needs, and ensure quality programming
  • Participate in project kick-off meetings, regular review meetings and project closure meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes
  • Function as donor focal point for MEAL components of projects
  • When necessary, and with approval of his/her line manager, provide stop-gap support in absence of MEAL staff

Capacity development
  • Develop capacity of MEAL, non-MEAL staff and partners in key areas of project MEAL planning, implementation, Accountability, including complaint and feedback response mechanisms, Qualitative and Quantitative research techniques and analysis, and promote understanding of the value of MEAL
  • Identify technical gaps and support identification of appropriate capacity building opportunities
  • Contribute to setting performance objectives and performance appraisals of technical staff
  • Provide new national MEAL and program staff with induction training in MEAL

Accountability
  • Coordinate the design and implementation of accountability systems for PIN projects together with programme teams
  • Assess quality and strengthen the country program’s beneficiary and feedback complaint mechanism
  • Function as regional focal point on accountability standards, liaising with PIN departments responsible for accountability, compliance and risk management.

Learning and Organisational knowledge development
  • Guide the regular sharing of the outputs and the M&E findings with project staff and implementing partners
  • Regularly present key M&E findings to the management team, HQ MEAL unit and KLD Department for further development.
  • Maintain MEAL program feedback tracker and ensure appropriate response to feedback and recommendations identified from field monitoring, evaluations, audits or any other form of survey.
  • Engage with programme teams and M&E staff to support preparation of evaluation briefs and presentations for dissemination of evaluation results
  • Promotes PIN key crosscutting  priorities and use of PIN global indicators in RDD programming, monitors progress towards achieving the strategic targets, especially in MEAL, and prepares reports summarizing  the results
  • Contributes to database of external evaluation consultants, seeks feedback on external evaluation consultants (performance appraisal), links PIN staff to external evaluation consultants
  • Assists with mapping and collecting relevant M&E resources, maintaining M&E ELO library and e-learning content
  • Supports Sectoral Advisors in identifying key learning questions and systematic capturing of learning from projects and long-term programs
Other
  • Coordinate with Communications and Advocacy Department (CAD) for success story content, communication tools, etc.
  • Provide regular updates and reports to Regional Director and HQ MEAL Advisor
  • Any other duties as agreed with Regional Director

Qualifications and requirements:

 Required
  • Minimum of 5 years of work experience within the field of project management, monitoring and evaluation, of which 3 in a similar management role
  • Experience working with International NGO’s
  • Experience working in monitoring and evaluation
  • Experience in developing / guiding information management systems for large humanitarian programs
  • Experience in participatory assessment and community-based monitoring approaches
  • Experience with capacity building of national staff in the area of MEAL and facilitating trainings and workshops
  • Technological awareness and knowledge of analytical software (MS office, Kobo, Stata, SPSS, etc.)
  • Excellent analytical and report writing skills (English)
