Job overview:

The M&E advisor under the line management of country director will be responsible for following:

  • To support and establish of M&E systems in remote management.
  • To insure adequate training and on-the-job coaching to project teams and M&E section to increase quality in interventions and systemize lessons learned mechanisms.
  • To work with all project teams to ensure that projects implemented in a qualitative manner and lessons are learned to improve quality of interventions especially in remote management
  • Organization context:

    People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organization of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

    PIN draws on extensive past experiences and lessons learned across many emergency and post emergency contexts to design, implement and monitor quality programming; and has been active in Syria since 2012, across Food Security and Livelihoods, WASH, Education, and Capacity Building sectors, with a current annual turnover of approximately US$40m in cash and in-kind. Current and past donors include DFID, ECHO, EC, USAID-OFDA, FAO, WFP, SDC, German MFA, and the Czech MFA. PIN employs over 300 local staff and 15 ex-patriate Senior Management staff across Syria and Iraq, and implements programming through 7 offices. Cross border programmes are managed from border hubs in Iraq (Erbil). Programs within Iraq are managed from Erbil and Dohuk.

    Main responsibilities:

    • Develop and guide M&E policy and adapting the tools in PIN's program through support of regional and HQ teams
      • With support of line manager/field team, guide the development of the projects M&E plans on program level;
      • Support the PMs with the development of tools to monitor the activities of their relevant projects in by remote management;
      • Support the PMs with ensuring that M&E activities are part of team’s Individual Action Plans (IAPs) and project work plans;
      • Monitor the implementation of the tools and if needed suggest adjustments to the tools in to ensure that qualitative- and quantitative data is collected and appropriate analysis done;
      • On needs basis support PMs and M&E officer with the development of a data base and capacity building of monitoring teams in the field;
      • SupportPMs/M&E officer in preparation and evaluation of quarterly evaluation and planning meetings (for team and partners);
      • Contribute to annual and or donor reports; ensuring that monitoring and evaluation parts is included appropriately;
      • Guide, oversee and advise monitoring and evaluation data collection activities;
      • Conduct data quality assurance checks;
      • Guide development of data collection procedures;
      • Lead the technical development and implementation of specific projects’ M&E plan.
    • Monitor M&E integration in Project Cycle management
      • On monthly basis, monitor the implementation of PM tools by supporting the PMs/Coordinators directly on field.
      • Work closely with the PM/Coordinators/M&E team to ensure that projects implemented in an accountable manner in line with the PIN's mandate as well as donor’s requirements.
        • On needs basis train the team and partners on the implementation of the tools
      • Support the PMs/coordinators with the preparation mechanisms to ensure transparency;
      • (Training, explanation of tools) to the PMs with project cycle management M&E aimed at improving the quality of the project;
      • Have regular monitoring visits to assess implementation of quality standards in PIN intervention and share according action plan to increase compliance (with subject to security clearance);
      • Monitor the implementation of any survey/assessment by team or consultant; to ensure that ToRs are followed when asked by the Line Manager in specific cases;
      • Streamline PIN's existence tools to measure impact, train the team on how to use them and analyse the data. Based on analyses of data make recommendations;
      • Regularly follow the databases of the program at field level and to consolidate them at regional level with support of Data base officer;
      • Providing technical support to the data base encoders regularly with support from HQ's technical staff to insure relevancy and quality of databases;
      • Organize and conduct mid-term and post-project evaluations.
    • Support to PIN team in quality implementation of the activities
      • With support of line manager guide developing of reporting and coordination tools, contribute to the implementation of M&E policy and ensure that standardized tools are used throughout the program;
      • With support of line manager, compile and analyse the beneficiaries’ data base report when requested by head quarter (HQ);
      • With the support line manager, participate in support of the program with development, implementation and monitoring of programs strategies and action plans;
      • On needs basis represent the organization at various forums;
      • On needs basis participate in assessments.

    Main requirements:

    • At least five years experience within the community activities in the relevant position with INGOs preferably remote management scenarios;
    • Proven experience in implementing M&E process within diverse context;
    • Extensive experience of M&E in middle east will be an asset;
    • Demonstrate good communication skills;
    • Proven experience in facilitation of trainings and ability to monitor project activities at the field level and provide clear report/feedback on status;
    • Experience working with partners and other organizations;
    • English language and Arabic will be an asset;
    • Autonomy and initiative capacities.
