About the role:
PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities and IDPs. PIN’s contribution to the overall Syria humanitarian response is amongst the largest, with an annual turnover of over $35 million. The major donors are: ECHO, OFDA, FFP, SDC and DFID.
The Shelter Program Manager will have a key role in leading the implementation of shelter programming in Northern Syria. The Shelter Program Manager will be responsible for the implementation of Shelter activities in a large USAID-funded consortium program and will be supported by consortium technical specialists. PIN’s Shelter program includes emergency and rehabilitation e.g. rehabilitation of 1,000 private shelters and 20 health facilities (by Sept 2020), as well as emergency support to displaced populations with shelter and NFI materials.
The position is initially based in Erbil with visits to the office in Syria.
Duties and responsibilities:
- Ensure quality and timely implementation of PIN’s Shelter/NFI programming;
- Develop implementation plans setting out future activities and track progress on outputs and activities;
- Preparation of high quality timely reports and other required inputs from the consortium lead and donors;
- Work closely with consortium partners to ensure the shelter interventions are well coordinated
- Promote synergies and standardization across all Shelter/NFI partners and consortium members;
- Complete and regularly update budget forecasts for project activities and staffing;
- In cooperation with MEAL team, develop and regularly update the MEAL plan;
- Participate in data collection, and contribute to Shelter and multi-sectoral proposal development;
- Contribute to development of PIN’s Shelter Country Strategy;
- Provide inputs to, and advocate for, mainstreaming of Shelter principles into proposals and interventions;
- Represent PIN at national level in Shelter Cluster, as at other related meetings;
- Ensure feedback and learning is used when designing new interventions;
- Ensure with the Area Program Director that the capacity of national staff and team resilience, to changing context and subsequent changes in management arrangements, is built
Suitable candidates for this position should possess:
- At least 3 years of professional experience within a humanitarian and/or development organization;
- Degree and experience in Architectural Design or Construction Engineering;
- Experience in rehabilitating health care facilities is desirable;
- Proven experience in Shelter programming/household rehabilitation;
- Familiarity with Shelter technical guidelines of institutional donors and regional shelter cluster guidelines;
- Experience in team management and supervision, and interest in building the capacity of national teams;
- Excellent communication skills, including fluent spoken and written English;
- Strong grasp of all stages of program cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms;
- Strong organizational, critical analysis and problem solving skills;
- Experience of working in complex and volatile contexts, including familiarity with the humanitarian context of Syria or the Middle East, would be an advantage.
Living Conditions / Environmental Conditions:
- This position is an unaccompanied position. The position is based in Erbil with week-long visits to Syria on a monthly basis.
- Erbil accommodation is in a PIN Guesthouse with individual guestrooms and shared bathroom, living room and kitchen. Individual rooms are also available in Syria in the office/guesthouse. All sites have internet.
- General security situation in Erbil is generally good and there is potential for a good social life with many restaurants, bars and gyms and a large expat community. Mobile phones and cellular service are widely available. Internet is available in all PIN’s offices and guesthouses. There are a number of health services available with medevac mechanism for INGO’s members. There is reasonable access to most consumer goods.
