PIN is seeking an enthusiastic, committed, experienced and reliable Systems and Operations Manager to support the effective programme implementation in Rakhine State. PIN promotes gender balance, female candidates are encouraged to apply.

Position Title: Systems and Operations Manager
Location: Sittwe, Rakhine State
Staring date: January 2021
Duration: 6 to 12 months with possibility of extension
Line Manager: Area Manager for Rakhine with strong technical supervision by Head of Systems and Operations

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in twenty-nine countries around the world. In Myanmar, People in Need started to work in 2002, when it launched the financial assistance to civil society groups and independent media. After 2008, PIN provided humanitarian and relief aid to people affected by typhoon Nargis. Since 2012, PIN has been operating directly from Myanmar, working in the good governance sector where we aim to strengthen local civil society initiatives. PIN´s main objective is to help build-up the capacity of local civil society through promoting partnerships, offering technical assistance and providing financial aid. PIN in Rakhine currently implements humanitarian projects aiming to support population in need from all communities, particularly children and women, through multi-sector interventions.

Key responsibilities:

The Systems and Operation Manager (SOM) is line managed by Rakhine Area Manager with strong technical supervision by the Head of Systems and Operations. SOM is responsible for management of Rakhine Systems and Operations Team and oversees HR, Finance, Logistics and Procurement to support effective implementation of Rakhine programmes while adhering to PIN and donor guidelines and requirements. SOM also supervises field-based Systems and Operation Assistants. SOM cooperates closely with Yangon-based HR, Finance and Logistics teams.

HR and Capacity Building

  • Manages Rakhine Systems and Operations team;
  • Supervises the process of internal and external recruitment, induction process and contract termination of national staff in Rakhine;
  • Conducts induction trainings and capacity building for staff in operational procedures
  • Supervises regular evaluation of Rakhine staff and ensures that bonuses and capacity development tools are being used according to HR guidelines

Finance

  • Is responsible for setting up financial and administrative systems and procedures compliant with internal requirements as well as country specific regulations and staff´s adherence to them
  • Ensures correct use of PIN financial systems and provides training and support to staff
  • Optimizes financial resources allocation to cover operations costs of Rakhine programmes
  • Prepares financial and economic overviews and interprets economic data for country programme and programme management teams;
  • Oversees and supports PMs in regular review of project budget spending and forecasts
  • Contributes to donor financial reporting

Logistics

  • Establishes accountable and functional supply chain logistics and warehousing systems, following PIN stock management guideline;
  • Supervises that PIN facilities, assets and services are appropriately maintained, including office, guesthouse, generator, IT and internet.
  • Oversees rational vehicle utilization, maintenance, fuel consumption monitoring and controls systems;
  • Ensures safe, efficient and cost-effective transport of staff and materials/goods;

Procurement

  • Ensures that all procurements are conducted in accordance with PIN and donor procurement guidelines
  • Is involved in Rakhine annual procurement planning

Safety & Security

  • Oversees that PIN Safety and Security Policy is complied with by all PIN staff in Rakhine
  • Is responsible for setting up safe working and living environment for all PIN staff in Rakhine
  • Acts as the Rakhine programme focal point for medical or other emergency.

Skills and Qualifications

  • Bachelor’s or master’s degree in finance/logistic/procurement
  • At least 2 years of proven experience, with an INGO or NGO preferably in emergency response, preferably in management position
  • Desirable: understanding of Rakhine State context and willingness to travel to the field offices
  • Capacity to work in remote areas with difficult access in volatile security environment
  • Ability to work both independently and in a flexible manner
  • Proven knowledge and respect of key humanitarian principles
  • Ability to listen, communicate positively and resolve conflicts that may arise desired
  • Fluency in English is required, in Burmese is an asset. Local (regional) language ability is a plus.
