WFP Consortium Coordinator
Location: Chisinau, Moldova with travel to regions approx. 30%

Brief description of mission or/and project for which the staff is required:
People in Need (PIN) (www.peopleinneed.cz/en) is an international, non-profit organization providing humanitarian and development assistance around the world. In Moldova, People in Need started to work in 2009, working on agriculture and education programming. Further programming developed its focus on support to civil society and good governance. From 2021 focusing also on supporting vulnerable groups during the energy crises and steep rise of prices of heating and energy costs. From February 2022 PIN Moldova has been also active in supporting refugees, hosting households and CSOs, supporting Ukrainian refugees. The WFP Consortium Coordinator (CC) will provide leadership and management (overseeing design, delivery, quality, M&E and Advocacy, donor liaison) of the 6-month World Food Programme (WFP) funded project implemented by Alliance 2015 partners focused on provision of state-wide multipurpose cash assistance (MPCA) for Moldovan vulnerable households and families hosting Ukrainian refugees. Further objectives relevant for this intervention are the strengthening the shock response capacity of local authorities through the development and implementation of a pilot training package as well as protection mainstreaming. The CC is responsible for the coordination of the Consortium, which includes the following partners: PIN as a lead in the Consortium, Helvetas and ACTED as strategic consortium partners, jointly covering the state-wide MPCA response.
Internal relations: The Consortium Coordinator reports to the Head of Emergency Response. Closely cooperates with Head of Systems and Operations, Finance Officer, PIN Moldova Cash Technical Lead and PIN Moldova Protection Technical Lead, PIN Head of MEAL, and other relevant colleagues.
External relations: The CC represents the Consortium at donor meetings, UN Working Group Meetings and other relevant Coordination Meetings. The CC is the principal point of contact for WFP and in country in coordination with Head of Emergency Response.
Project cycle management:
- Liaising between different actors of the consortium (donor, partners, internal and external actors) and oversight for planning, action design and delivery of objectives, strategies, plans and budgets of the consortium project
- Management oversight of all aspects of the consortium, including program implementation and finance utilization
- Ensuring that operational and administrative procedures are followed according to WFP guidelines
- Ensuring the development of cooperation agreements between PIN and consortium partners in collaboration with PIN’s Moldova finance team
- Close cooperation with PIN program departments – cash, protection
- Ensuring close cooperation between the consortium partners on programmatic synergies and complementarities with the aim to identify issues to address and make recommendations for improvement
- Ensuring that Consortium action activities are implemented according to the initially agreed work plan
- Overseeing the consolidation and preparation of narrative reports and other ad hoc reports; reviewing the financial report
- Ensuring the delivery of agreed outputs of the Consortium
- Coordinating and facilitating monthly meetings with Consortium members on program management issues, as well as other relevant and ad-hoc meetings and workshops.
- Ensuring that the action complies with both internal and external quality standards
- Be accountable for quality assurance of performance measures (e.g. outcome indicators, interim milestones, and the efficacy of the overall monitoring and evaluation systems); ability to devolve responsibility
- Managing and overseeing the development and implementation of the Monitoring and Evaluation tools for the Consortium jointly with PIN Moldova MEAL department
Budget and Finance
- Ensuring that financial contractual obligations are followed according to WFP rules and regulations
- Conducting regular budget and finance meetings with Consortium partners to ensure the spending is according to the initially agreed budget.
- Conducting monthly project review meetings
Communication and Coordination
- Strategizing on engagement of stakeholders in the action, including representing the consortium in coordination mechanisms Ensuring high quality of communication among the Consortium partners and, providing of professional recommendations and relevant data to strengthen advocacy efforts of the Consortium action
- Acting as the spokesperson for the Consortium with high-level stakeholders nationally in coordination with Head of Emergency Response and technical leads
- Managing the relationship with WFP in country in close collaboration with the Head of Emergency Response.
- Strategic leadership on capacity development, identifying requirements for organizational capacity building
- Developing, in coordination with the Consortium partners, WFP, and other stakeholders, lessons learned in the design and implementation of Consortium activities
- Oversee the development relevant communication materials.
- Seek new strategic opportunities in line with the to be developed emergency response strategy as part of the updated country strategy;
- Participate and lead in the process of preparing proposals liaising closely with key country staff including project manager, Head of Emergency Response and Country Director;
- 3-5 years’ experience in managing/overseeing development projects
- Min. bachelor’s degree in development or related field
- Experience in coordinating projects with multiple stakeholders; proven capacity to coordinate the Consortium Partners (from Country Directors to technical leads)
- Strong background in delivery of programming to vulnerable populations
- Highly knowledgeable of logical frameworks, proposal development, M&E and reporting
- Familiarity with NGO working environments and standard procedures
- Familiarity with EC-funded projects is an asset
- Fluent in English;
- Strong oral and written communication skills.
- Salary as per PIN salary scale (subsistence allowance of 1 200 EUR is already included): between 3 500 – 3 700 EUR gross depending on previous experience
