Position Summary

Under the direct supervision of the Head of Systems and Operations, the Finance Manager is responsible for mission economy, mission’s compliance with PIN and donors’ financial and admin procedures and policies. Finance Manager directly manages a small finance team and continuously works on its capacity building.

Reporting Relations & Interdependencies with Other Functions
The Finance Manager reports to Head of Systems and Operations.

 

Duties & Responsibilities

Financial Management

  • ensures relevant financial and administrative management procedures and systems of country programs are in place and used appropriately;
  • provides training of these procedures and systems to project and support staff; monitors project spending and expenditures forecasts;
  • provides regular financial overview and updates to country and project management; responsible for financial and project reporting to the donors and HQ;
  • verifies and approves interim financial reports of PIN project partners;
  • managing cashflow of country programs ensuring all transactions are properly accounted for and the financial systems are maintained, under all procedures and controls
  • key role in statutory and project audits; and key role in formulating budget of new projects.

Accounting

  • responsible for accurate, punctual and complete accounting data;
  • regular checking of quality of posting and documentation of accounting transactions; administers completion of regular accounting closure operations; and
  • ensures that all accounting issues and concerns are administered and acted promptly and responsibly.

Compliance

  • make sure that PIN Philippines complies with all obligations towards local authorities; examines irregularities and non-compliance issues and ensure that findings are recorded and followed up with management so that issues can be rectified;
  • ensures quality and completeness of project documentation and sets up archiving rules; performs regular checks on proper archiving of accounting, procurement and HR documents; and is familiar with conditions and requirements of project donors.
And fulfils any other tasks as required.

Qualifications

  • University degree in Financial Management, Accounting, Economics, or a related discipline;
  • Knowledge and applications of finance systems and procedures in a programme
  • Experience managing a small finance team, including the development and training of national staff; due diligence and local organizational assessment, experience in providing finance and accounting support and building capacities of implementing partners and subgrant organizations.
  • Knowledge and applications of finance and fund accounting, generally accepted accounting principles, financial reporting standards, corporate requirements, labor standards and practices, tax laws and regulations, and regulatory framework for business transactions.
  • Budget management and planning the financials demonstrated knowledge and experience in budget formulation, financial monitoring and analysis, and financial forecasting;
  • Experience in donor reporting and expense verification or external audits;
  • Required skills: SAP, content management, advanced skills in MS Office; experience in Microsoft Navision is a plus
  • Experience with team management and supervision is an advantage
  • Proficient in Filipino and English
  • Ability to organize and plan effectively
  • Ability to work in difficult conditions and under pressure
  • Responsible, systematic, and with strong analytical ability
  • Cultural sensitivity, experience with development projects
