Starting Date: April-May 2018

Contract Length: 24 months with possibility of extension

Exact Job Location: Sarajevo, with approximately one week of travel per month to Kosovo, and one week every two months to Serbia

Reports To: Regional Director for Europe and South Caucasus

People in Need (PIN) is a Czech NGO that provides relief and development assistance in over 20 countries around the world. Formed in 1992 by leaders of the Czechoslovak revolution, it is the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

The Western Balkans are the region where PIN started operating. The war that started in Bosnia-Herzegovina in 1992 was the first crucial experience of the newly arising organization, and its humanitarian section in particular. Today, through its offices in Bosnia-Herzegovina, Kosovo and Serbia, PIN focuses on development cooperation in the social area, with a special emphasis on providing services to people with disabilities and on inclusive education for children from minorities. The Regional Representative for Western Balkans (RR) is responsible for overall management and development of BiH, Serbia and Kosovo country programmes and their employees (8 nationals) and for PIN’s representation at the country and regional level. A considerable part of the RR’s responsibilities consists of medium-term and long-term activities, strategic planning, establishment and maintenance of managerial procedures, recording and putting in use of lessons learned and capacity building. Key responsibilities also lie in representing the organization, networking and fundraising. Another important role is supporting, motivating and consulting the country programs’ staff.

Main Responsibilities:

Senior Management and Strategic Planning

  • Plan development of the country programs in accordance with local needs and PIN Western Balkans strategy
  • Lead Project Managers and Kosovo Head of Office and coordinate all their operations

Finance & Administration

  • Supervise the finance and administration unit of the country programs. Together with the Finance Desk Officer prepare and supervise country programs budgets and overall economic situation
  • Promote among the teams understanding of and compliance with donors and PIN internal procedures, policies and systems

Project Management

  • Support and supervise senior program staff to ensure they follow all phases of the Project cycle management (PCM) and that adequate M&E systems are in place and are being properly used
  • Lead the design of new programs and actively contribute to development of new proposals, in line with PIN Western Balkans strategy and PIN Relief and Development Department strategy
  • Ensure timely and high quality reporting to donors and HQ
  • Actively monitor program implementation in the field and provide feedback to program staff

Representation and Fundraising

  • Network among donors and key stakeholders to actively seek funding opportunities, understand donor priorities and ensure coordination
  • Represent PIN towards the media, as well as at meetings with government partners, regional and local authorities, donors, local agencies, coordination bodies and other relevant stakeholders, at all levels of project implementation as required

Human Resource Management

  • Plan HR needs of the country programs and take part in the process of selection of new staff
  • Supervise capacity building and ensure sufficient human resources for the projects to meet its objectives
  • Ensure coherent policy towards recruitment, remuneration and bonuses across the country program

Main requirements:

  • Solid leadership and staff management skills, with a record of managing diverse teams and contributing to the capacity building of national staff
  • Willingness to travel intensively
  • Experience within the region and understanding of local dynamics highly preferred
  • Proven experience in management, fundraising, project development, donor liaison
  • Excellent spoken and written English; Knowledge of a Western Balkans language an advantage
  • Knowledge of institutional donor environment, proven experience with donor relations, proposal development and external communications
  • Reliable and self-reliant personality
