About the role:

Responsible for setting up, monitoring and improving the implementation of HR standards, procedures and systems across Country Programmes. 

The position ensures that HR processes related to operations, data management, compliance, and HR systems are implemented consistently and in line with organizational policies, donor requirements, and legal frameworks. 

Main Duties & Responsibilities:

I. HR Standards implementation  

  • In coordination with the Operations management members, HR Director and Regional HR coordinators, formulates the HR standards and the tracker for all CPs 
  • Ensures the relevant CP HR staff and CP management understand their responsibilities in the standard implementation
  • Sets-up and maintains the mechanisms of controlling; and ensures timely communication related to potential gaps, risks and needs of CPs to relevant HR and management  
  • Coordinate HR-related follow-up on internal and external audits and other controls implementation of the standards into the National Staff Policies, and other Guidelines/SoPs/Manuals 

II. HRIS, HR Data and Administration 

  • Supports the roll-out of the new HR systems, software, etc. 
  • Monitor HR data quality and documentation standards across CPs.HR Archiving and document management – in all the aspects of HR processes, ensures that CPs have clear instructions and guidance, compliant with both legislation and donor´ s requirement 
  • Time sheets – correct administration, compliance with the donors´ requirements 

III. Local legal compliance 

  • In coordination with the relevant finance and operations managers, oversights the country specific compliance with the labor legislation for national staff 
  • In coordination with the relevant finance and operations managers, oversights the country specific taxation regulations for international staff, and provides relevant information to the HQ HR department 

Main requirements:

  • Proven experience in HR operations, compliance, or a similar administrative role (ideally in an NGO context). 
  • Experience with Country Programmes or international operational environments, including the ability to travel. 
  • Strong knowledge of HR standards, data management, and documentation archiving. 
  • Familiarity with HRIS (HR Information Systems) and a high level of digital literacy. 
  • Analytical and control mindset with the ability to monitor data quality and proactively address gaps. 
  • Solid understanding of labor legislation, taxation regulations, and donor compliance requirements. 
  • Excellent interpersonal skills to maintain respectful relationships with national staff and management across diverse cultures. 
  • Strong organizational skills to coordinate follow-ups on internal and external audits. 
  • Proactive approach with the ability to drive action steps and implement new procedures independently. 
  • Fluency in English, both written and spoken
