Position Summary

The Operations Director (OD) is a member of the country programme senior management together with the Country Director (CD) and Head of Programmes (HoP) and shares responsibility for the effective and efficient delivery of People in Need’s (PIN) country programme. Specifically, the role of the OD is to manage and improve the support systems and operations required to achieve this objective comprising of Finance, Logistics, HR and Safeguarding agendas. In performing this role, the OD also ensures an enabling environment for the implementation of the country programme, while maintaining operations and systems that meet with the accountability requirements of PIN and its donors. OD also directly leads the process of the development and staff capacity building across the departments in terms of the systems and operations.

Reporting Relations & Interdependencies with Other Functions

The OD’s line manager is CD. Technically the OD is supervised by the Regional Head of Systems and Operations (RHoSO) based at HQ.

At country programme level, the OD is the line manager of Finance, HR, Logistics and Procurement Manager(s)/Coordinator(s). The OD also works closely with HoP and/or Programme Managers (ProgMs), as well as other support departments.

At headquarters (HQ) level, apart from the RHoSO, her/his counterparts on the methodological level are the CP Finance Coordinator, the Regional Logistics Coordinator, Regional HR Coordinator as well as the Compliance department.

Duties & Responsibilities:

General
  • The OD assists the CD in the management of the country programme, participates in the senior management meetings, and pro-actively takes part in the decision-making processes;  
  • Manage the Operations (Finance, HR, Logistics, and Procurement) national teams while ensuring it has sufficient capacity both in number and qualification and securing their continuous capacity building based on personal development plans;
  • Ensure that Systems and Operations support the implementation of the Country Strategy and that procedures and regulations are implemented in full transparency and in compliance with donors´ and PIN rules;
  • represents PIN towards local authorities, donors, partners, and other stakeholders;
  • Ensure that key CP-level support policies are continuously updated as required, adjusted to the context and followed;
  • Ensure standardization of processes/procedures related to finance, HR, logistics, and procurement;
  • Establish clear and effective flow of communication from/to finance, HR, logistics, and procurement; especially with regards to coordination with Program teams (HoP/Program manager/Project Managers), and with the security department;
  • In cooperation with HQ focal point coordinate and supervise the internal investigation procedures at the CP level and take part in the investigations related to the reporting of breach of PIN Code of Conduct or other disciplinary issues.

For this position, we consider important:

  • University graduate;
  • Education in finance, business, accounting, procurement, logistics, or similar study programmes;
  • Previous experience in a similar position in international context is required;
  • Knowledge of French on a working level is a must;
  • Communicative level of English (minimum of active B2);
  • Ability to coordinate and communicate clearly with different groups of people; and to respect different cultural backgrounds;
  • Ability to work independently and effectively;
  • Ability to deal with complex compliance agenda;
  • Analytical skills and systematic approach;Responsibility, ownership, proactive approach, flexibility;
  • Strong training/coaching skills;Keen eye for details and passion for working with numbers;
  • Advanced Excel skills;
  • Experience with project management is welcome;
  • Knowledge of SAP, MS Dynamics Nav, or other ERP is an advantage. 

PIN offers:

Working environment in a well-established middle-sized humanitarian organization in a challenging context;

-        Salary and benefitsSalary based on PIN´s salary scale and HR policies; expected salary 2950 - 3300 EUR super gross (based on experience)

-        Additional allowances include:

  • monthly subsistence allowance of 1675 EUR;
  • monthly hardship allowance of 400 EUR;

 -         Time Off and Rest:
