About the role:

People in Need (PIN) is the largest Central European NGO working in over 30 countries in humanitarian, recovery and development contexts. The Cash Advisor is a global role that will be supporting a wide range of Country Programmes. The role is part of the Knowledge and Learning Department, managed by the Head of the Technical Advisory Unit.

Main Duties & Responsibilities

Mainstreaming of cash based and safety-net system strengthening approaches into PIN programming

• Supporting Country Programmes to analyse existing CVA, financial support services and banking systems: stakeholders, operational modalities, coverage, accessibility by most vulnerable and whether the existing packages meet current and future needs
• Update and dissemination of the PIN cash quality standards, approaches and methodologies required for improvement of PIN’s work on both central and field levels
• Internal promotion of the CVA modality across all PIN humanitarian programmes wherever reasonable and feasible
• Where relevant, develop the “Cash+” modality in coordination with other Livelihoods and Market Systems Advisors: financial assistance with additional multi-sectoral support
• Collaborate with Advisors under the Civil Society & Inclusive Governance pillar to develop system strengthening approaches to existing government-run safety net services
• Developing capacities of relevant PIN staff and awareness raising of approaches for financial assistance and safety net service strengthening
• Capturing all relevant lessons learnt from ongoing or finalized PIN programmes and transforming them into improvement of the future practice.
• Preparation and promotion of the standardized guidance and technical solutions for the CVA programming (electronic cash transfers, cash-for-work modality, vouchers, etc.) and resource curation (contribute to curating PIN’s digital library, along with the targeted provision of best practice resources, guidance and tools to country programmes)
• Provide inputs and recommendations on design of new upgrades and functions of PIN’s beneficiary data management & cash deliver system Humansis so they are relevant and fit for purpose for CVA interventions

Support to PIN’s Country Programmes

• Desk or field work supporting the development of the PIN cash quality standards, approaches and methodologies in the context of a specific crisis or programmes, revision and evaluation of the same
• Promoting the consideration of CVA as a default modality whenever applicable during the preparation of the new PIN interventions, both in disaster and conflicts settings
• Ensure that designed CVA programmes are aligned with PIN’s CVA ambitions formulated in its Strategy, including the use of digital payments, alignment of CVA programmes with social protection systems and strong community engagement and gender & social inclusion approaches
• Leading or contributing to development and co-writing of the concepts and project proposals including – or having potential for – financial assistance or strengthening of safety net services
• Reviewing the quality of projects and programmes, helping to identify gaps, and consequently provide guidance for improvement
• Longer term focus and advisory support for PIN field programmes working with CVA, advising on MEAL frameworks and designing baseline and endlines
• Field deployment during the early stages of the emergency response or for occasional gap filling of critical CVA related positions
• Preparation of assessments and feasibility studies, incorporating Gender and Social Inclusion considerations
• Provision of trainings and preparation of the training modules, including regular onboarding sessions

Professional development, transfer of know-how and networking

• Representing PIN towards other humanitarian actors, donors and networks
• Cooperation with Alliance2015 partners on Cash Programming and Emergencies
• Actively representing PIN and managing relationship with other humanitarian cash actors, donors and networks, particularly with CaLP and cash working groups at Global food security and Shelter clusters
• Follow up of the professional development of the humanitarian cash-based programming and reflecting this in the adjustment and improvement of PIN CVA quality standards, approaches and methodologies. This will include monitoring of the relevant innovations, trends, publications, guidelines and donors’ policies and transferring relevant know-how and lessons learnt into PIN structures (and vice-versa)
• Preparation of case studies, technical papers and publications

Main requirements:

• Experience in managing cash-based programming in humanitarian or recovery contexts
• Experience with stakeholder, needs and market assessments, where Gender and Social Inclusion considerations are incorporated. Familiarity with EMMA or other relevant assessment tools would be beneficial
• Demonstrated program design, monitoring and evaluation skills
• Demonstrable understanding of beneficiary accountability systems
• Significant experience in training, capacity building, and mentoring
• Familiar with the Sphere Standards and Core Humanitarian Standards.
• Excellent writing skills and experience with logframe and proposal development
• Excellent communication and presentation skills
• Fluent spoken and written English
