About PIN Ukraine

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022 PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

About the role

Under the strategic guidance of the Deputy Country Director for Programme Quality, NRTL will be responsible for consolidating and expanding PIN Ukraine Humanitarian Development Nexus and post-war reconstruction programming in some of the following areas: good governance, social protection & inclusion, localisation & civil society development, durable solutions for IDPs and economic recovery. The role will also contribute to better alignment of humanitarian assistance and development efforts throughout the programme cycle. At present, PIN is one of the major actors under emergency humanitarian funding in Ukraine, working closely with more than 180 national partners, and planning to build upon the existing emergency response its HDN programme, by facilitating the cohesive interface between the humanitarian interventions and development programming. It is expected that the position will contribute to creating innovative, well articulated and solidly operationalised, including funding, strategy on HDN and reconstruction.

The role will also closely cooperate with Technical Leads for specific sector inputs (e.g. Technical Lead for Livelihoods, Education or Protection) as well as with Region Directors, Area Managers and other members of implementation teams.

Main Duties & Responsibilities

Strategic development and Representation

Lead the development and execution of the HDN programming (Good Governance, Social Protection & Inclusion, Localisation and civil society development, Economic recovery, Durable solutions for IDPs) in line with PIN Ukraine’s programme strategic plans and Country Strategy. This responsibility includes in particular the possible following tasks:

  • Mapping and analysis of relevant areas of potential intervention and review their expected impact, relevance and sustainability to inform the future projects;
  • Lead on HDN and reconstruction related research, context analyses and assessments to inform PIN strategy, advocacy, programme development and implementation, and ensure timely sharing and circulation of relevant information to other PIN departments and external stakeholders;
  • Networking with a diversified range of local and international actors relevant to HDN and reconstruction programming, including donors, local and international organisations, Clusters and others;
  • Closely cooperate with PIN Partnership Unit in identifying potential local partners for HDN and reconstruction programming across a wide range of civil society actors, in their diversity;
  • Identify strategic entry points and new approaches in line with a longer-term, recovery and development agenda;
  • Develop models of action, propose pilots and formulate projects in cooperation with the DCDPQ and DCDPI, Grants and Reporting Manager and the programme team;
  • In close cooperation with the Grants and Reporting Manager, Country Director and DCDPQ and DCDPI, engage with relevant donors for funding opportunities of PIN’s HDN and reconstruction programme, identify opportunities for new and alternative funding streams and develop project proposals accordingly;
  • Review project proposals and suggest how linkages to recovery and development could be strengthened;
  • In close cooperation with the Head of Communication and Advocacy Department, participate in advocacy efforts on the relevant themes under a Nexus and reconstruction agendas in the context of Ukraine;
  • Contribute to developing indicators and monitoring mechanisms of HDN and reconstruction programming and advocacy;

 

HDN and reconstruction projects implementation

  • Cooperate closely with Region Directors and Area Managers in view of the implementation of HDN projects, providing them guidelines and technical support and if required, directly oversee the implementation;
  • In close cooperation with the Grants and Reporting Manager, Region Directors and Area Managers ensure high quality and strategic donor liaison over the implementation of HDN and reconstruction projects;
  • Provide strategic guidance to possible re-adjustments of the implementation as required;

 

Capacity development

  • Provide technical guidance, capacity building and follow up with programme staff on HDN and reconstruction interventions, and how to ensure safe exit and sustainable solutions wherever possible, from design to implementation and monitoring;
  • Contribute with own special knowledge and skills in relation to HDN and reconstruction programming and advocacy to analyses, design of interventions, advocacy and other inputs;
  • Through strategic guidance and support to teams, contribute to future smooth transition towards longer-term early recovery and development programming.

Security situation in Ukraine

Humanitarian workers continue to operate throughout Ukraine, despite the occasional shelling, which has intensified since 10 October 2022. However, PIN security SOPs require PIN staff to proceed to shelter each time during an air raid siren and remain there until the air raid siren is cancelled, which cumulatively can be several times a week for several hours a day. Air strikes have mostly targeted energy-related infrastructure, resulting in frequent power outages and occasionally water supply disruptions throughout Kyiv, affecting the living conditions of PIN staff in the city. However, most services such as medical care, shops, public transportation as well as restaurants or leisure facilities remain operational.

The employee is expected to be able to travel to other PIN offices and other locations where PIN is conducting activities, however all travel must first be pre-approved by PIN security department. The employee must comply with all PIN security department SOPs and other relevant instructions.

This position is an unaccompanied position and team members are expected to conduct themselves in a professional manner and respect local laws, customs and PIN's policies, procedures, and values at all times and in all in-country venues.

Requirements

  • Educational background of master’s degree or more in sociology, political science, law, development, governance and social-related disciplines; additional trainings of relevance;
  • Minimum 5 years’ experience in Nexus environments, including humanitarian and/or development response within armed conflict, crisis context, transitional and/or post-crisis contexts in relevant positions;
  • Solid understanding of Nexus and recovery agendas; special knowledge and experience in at least 3 of the following domains: civil society development, decentralisation and social accountability, community empowerment and community-based approaches, meaningful participation, social protection especially in developmental and transformative frameworks, social exclusion and cohesion frameworks, economic recovery, durable solutions.
  • Significant experience in an international non-governmental organization and/or international organisation, including field experience and working with national teams;
  • Knowledge and practice of project cycle management;
  • Good understanding of the context in eastern Ukraine; or experience in relatively comparable contexts;
  • Excellent interpersonal skills, and ability to advise and promote change at different levels internally within an organisation;
  • Proven ability to engage and communicate externally with a wide range of interlocutors and stakeholders, from vulnerable women, girls, boys and men (with respect of safeguarding and do-no-harm principles), grassroots actors and activist to local government officials and other official stakeholders and clusters and international organisations;
  • Fluency in spoken and written English, knowledge of Ukrainian and/or Russian is an advantage;
  • Excellent communication, negotiation and relationship building skills with cultural sensitivity;
  • Mature, well-balanced personality able to work independently in a challenging environment.
  • Ready to live, work and travel in Ukraine in the current security context.
