About the Moldovan Programme of People in Need:

People in Need (PIN) has been working in Moldova since 2003, providing development support to the local population in five areas: Climate Resilience and Rural development; Social Inclusion and Protection; Civil Society and Good Governance; Emergency Response and Recovery; and Human Rights and Media Literacy. People in Need Moldova, since its establishment in 2003, has been at the forefront of tackling pressing social issues, continuously improving lives, and fostering sustainable development throughout the country.

Over the past 20 years, the organization has touched the lives of countless individuals and communities, implementing impactful projects and bringing out initiatives in areas such as education, human rights, social inclusion, and economic empowerment. We managed to reach every tenth inhabitant of the R. Moldova with assistance, including through collaboration and partnerships with 146 organizations throughout the time. We focused in the past in Development programming, and after the Ukraine scalation of the war started in 2022, most of the programming became humanitarian. From 2024, we are slowly facing out from humanitarian to recovery and development programming (nexus strategy). 

About the role:

Under the supervision of People in Need’s Head of Programmes, the Protection Programme Manager will provide strategic direction and vision for the protection programme team and will be responsible for project management of several projects. S/he will ensure the programme’s comprehensive development and high-quality implementation. S/he will also provide technical support and capacity development to PIN protection team including field staff. S/he will ensure PIN is represented at relevant protection coordination platforms, including working groups, meetings and collaborative relationship is established with all key actors. This position is a temporary appointment to cover the duties and responsibilities of an employee on maternity leave. The position will be office-based in Chisinau, Moldova and will have a duration of 5 months.

Establish and maintain the partnership with relevant CSOs and public institutions – eg. Min of Labor and social protection Min od Edu and their sub-departnment. Partnership building with these entities and coordination.

Work with selection of CSOs and monitoring of activities of CSOs under FSTP scheme. CSOs are focus on various social services. CSO mapping – lead in conducting CSOs mapping accross MDA. Conduct Capacity assessment and CB activities with government and CSOs under FPI and community planning projects (ATAS agency Capacity building).

Reporting Relations & Interdependencies with Other Functions

The PPM’s line manager is the Head of Programmes (HOP).

The PPM supervises the following staff:

  •        Deputy project managers, project managers, Protection Officers and other Protection Assistants. 

Duties & Responsibilities:

  •        Managing components for two projects focused on civil society, good governance and cooperation with local authorities. Coordination and support for participatory budgeting in five locations.
  •        Utilizing contextualized information for ongoing reforms in Moldova. (looking for someone who has that knowledge) Being familiar with the Re-start restart reform in MDA.
  •        Manage and implement all activities throughout relevant project cycles to ensure efficient and effective implementation of protection programme in line with PIN and key humanitarian and protection program quality principles and standards, donor requirements, and good practices
  •        Guided by protection principles and best international practices, assess the protection programme concept and lead identification and adjustment of protection interventions, to ensure their high quality, appropriateness and comprehensiveness, in conformity the international standards and protocols.
  •        Contribute to improving/developing PIN’s protection work through new project ideas, proposal development and networking.
  •        Ensure development and delivery of a mission wide protection training and knowledge building strategy and plan, including the development of standard training materials based on clearly defined standards and competencies.
  •        Continue to build the capacity of the PIN staff in protection-related issues, including accountability practices.
  •        Ensure project team and partner staff use the appropriate systems and tools to ensure relevance, efficiency and quality of programming.
  •        Develop implementation plans setting out future activities and track progress on outputs and activities.
  •        Manage the team and provide capacity building to staff under his/her management. Manage team dynamics and staff well-being. Contribute to recruitment process of protection staff
  •        Share technical know-how, provide technical expertise and guidance to project staff as appropriate and build their capacity in technical aspects of protection programming (e.g. deliver trainings and workshops, provide on the job couching etc.),
  •        Manage the budget related to protection and assist in the development of cash-flow projections and budget forecasting.
  •        Supervise and provide guidance of all the projects under the area. Ensure all protection related project activities, procurement and spending are in compliance with both People in Need and donor rules and regulations.
  •        In cooperation with MEAL team, develop and regularly update the MEAL plan, ensure the protection activities learning and lessons learned informed by findings of needs assessment, surveys, and monitoring activities.
  •        Pro-actively coordinate with all project partners, local stakeholders, other NGOs active in the area, government authorities and media. Ensure technical quality of partners implementation.
  •        Participate and contribute in the Protection technical working group and cluster meetings and reporting, represent PIN at protection coordination platforms and events.
  •        Identify, assess and strengthen partnerships relevant to protection programming.
  •        Ensure timely and quality donor reporting and external communication of the protection components of the projects.
  •        Contribute to fundraising efforts related to protection. Identify funding opportunities for protection programming and support project design.
  •        Build the capacity of other PIN staff in protection mainstreaming and accountability practices.
  •        And fulfils any other tasks as required.  

The Employee is obliged to follow National Staff Policy and Internal working rules, safety and security, fire safety regulations and other obligatory procedures and regulations related to his work.

The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization.

In case that larger number of different tasks is to be fulfilled by the Employee at the same time, the Employee shall accomplish the urgent and more important duties first.

Requirements:

  • Minimum 3 years of relevant professional experience in protection programming and mainstreaming, preferably in an emergency context;
  • Knowledge of international protection standards;
  • Strong coordination and communication skills and ability to lead trainings and meetings;
  • A proven record of effective project and people management;
  • Full respect for client/organization confidentiality;
  • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability;
  • Fluency in spoken and written English;
  • We are looking for nationals that have an entry-visa free regime with Moldova or nationals that already hold a valid a multi-entry Schengen visa
  • Knowledge of Romanian or Russian is an advantage
