Country Program Summary

People in Need (PIN) (www.peopleinneed.cz/en) is an international, non-profit organization providing humanitarian and development assistance around the world. In Myanmar, People in Need started to work in 2002, when it launched the financial assistance to civil society groups and independent media. After 2008, PIN provided humanitarian and relief aid to people affected by typhoon Nargis. Since 2012, PIN has been operating directly from Myanmar, our programs focuses primarily on knowledge transfer, capacity building and support of local initiatives in remote areas. Furthermore, our social cohesion program aims to promote tolerance and acceptance of diversity in different communities. Through these activities, communities are able to find solutions to important problems, alleviate tensions in a nonviolent way and secure harmony. In addition, we are working in areas affected by armed conflicts in Rakhine and other state providing humanitarian assistance.

Post Description and Main Responsibilities

This position will lead the implementation and development of the humanitarian and protection portfolio in Rakhine (and possibility of other states if opportunity arises), which includes managing projects (and project managers) aiming at answering the multi-sectoral needs of conflict and disaster affected populations, as well as the displaced and host population in the fields of Education in Emergencies, WASH, Child Protection, Nutrition and Shelter/NFI/CCCM in coordination with partners (INGOs and local organizations) and the relevant UN Clusters. As the Humanitarian portfolio lead for Rakhine and possibly other states as well, the post-holder will also be working in close coordination with the Country Program Unit, and in particular with the Head of Programs, to map out opportunities and develop proposals for the Humanitarian related sectors. Together with the Head of Programs and other relevant Program Managers, the Humanitarian Manager will develop the short-term and long-term strategy for PIN’s humanitarian interventions in Myanmar.

The Humanitarian Program Manager will also act as the primary technical support in different humanitarian sectors, with open support coming from PIN’s Knowledge and Learning Department (KLD) to ensure multiple areas are covered technically. The Humanitarian Program Manager will also be in strong collaboration with the Country Program Unit as a vital member in promoting essential cross- cutting advocacies for country-wide implementation (e.g. gender mainstreaming, protection principles, Do No Harm, etc.).

In relation to implementation, the post-holder will ensure the complete and high-quality project cycle management as implemented by the different project managers, from the design to the exit phase and reporting. The post holder will also be in close collaboration with the Systems and Operations department to develop program sensitive and responsive systems and SOPs for humanitarian action, ensuring safe, timely, effective, and relevant services for the most in need.

The post-holder will also be responsible in his/her team’s capacity development, and documentation of learnings in partnership with the MEAL department and HR department.

Other Main tasks:

  • Responsibility for achieving project results and indicators, fulfilling the contractual obligations of the projects, and ensuring timely and quality implementation.
  • Compliance with PIN’s sectoral guidelines, international standards, and in-country sectoral strategies.
  • Responsible for proactive and continuous improvement of project quality and relevance
  • Insurance of MEAL and data collection, including CFRM, in line with PIN and donor requirements and ensuring accountability to beneficiaries.
  • Utilization of lessons learned for concrete improvements in program implementation and sharing internally and externally with other partners.
  • Responsible for financial monitoring of direct costs, including national partner’s costs; ensuring sound financial management of the program budgets (monthly financial review, forecasting, reporting, etc.).
  • Initiation and follow-up of procurement and payments related to program needs in coordination with the Finance and Logistics Officers and in compliance with PIN and donor procedures; including procurement planning.
  • Responsible for relevant HR processes related to the project team, including recruitment, performance management, capacity building and mentoring of national PIN and partners’ staff, including the identification of training needs and development of training plans.
  • Supporting Communication and Advocacy efforts in coordination with the Communication Officer and Head of Programs/Head of Office.
  • Ensuring strong communication channels between the field and the System and Operation staff in different sites when needed for Project coordination.

Requirements: ​

  • 3-5 years’ experience in managing/overseeing development or humanitarian projects.
  • 2 years minimum experience in managing portfolios (multiple projects/managers).
  • Min. bachelor’s degree in development or related field
  • Strong background in Multi-Sector Emergency response, particularly in Protection, EiE, WASH and Shelter/CCCM,
  • Experience in coordinating projects with multiple stakeholders; proven capacity to coordinate with IASC cluster systems,
  • Experienced in making logical frameworks, proposal development, M&E and reporting
  • Familiarity with NGO working environments and standard procedures
  • Advocacy/policy experience a plus
  • Proven experience in protection mainstreaming work
  • Fluent in English; Burmese is a plus
  • Prior Myanmar or Rakhine experience is a major plus, but not required. 

PIN Offers:

  • Salary as per PIN scale: 1950-2200 EUR (depending on the seniority level) + 1200 EUR per diems
