Position: Program Manager

Based in: Kathmandu 50%, Province 2 50%

Duration: 2 years, with possible extension up to 5 years.

Reports to: Country Director (based in Kathmandu)

Starting date: October 2018

 

Background

PIN started its operations in Nepal in 2015 following the earthquake. PIN Nepal has been working in camp management, shelter, protection and other sectors for the past three years. PIN Nepal is currently looking for a qualified and competent Program Manager to lead a five year program “Leave No Girl Behind” funded by the Girl’s Education Challenge. The project will be implemented by two local partner organizations, with strong emphasis on literacy, numeracy and social norms transformation.

Responsibilities

Program Manager (PM) plans, supervises and leads the program's delivery through local partners and ensures program quality at all levels. PM will be responsible to lead, manage and support Project Managers and Coordinators in the implementation of all elements of the project. The responsibilities will include: project delivery planning and management, staff support and development, donor relations and reporting, budget management, ensure the program abides by the policies and principles of organisational safeguarding, do no harm and child protection, close coordination with MEAL team, admin, finance, logistics, communications, other departments and external stakeholders. The Program Manger will be supported by a senior Technical Advisor within PIN who will lead on the detailed design of the intervention.

Program Management

  • Develop and follow overall project short, mid and long term plans, Indicator Tracking Table, Gantt Chart, work plans, budget, procurement plans and other tools for timely project delivery.
  • Work closely with program team and local partners, provide guidance and support and ensure utmost quality of project delivery and its understanding among the team.
  • Support the adaptation, revision and development of culturally and gender sensitive curriculums, forms of engagement with married out of school adolescent girls’ families, civil society, community and religious leaders, and government officials.
  • Manage a diverse team of local staff, guide, provide feedback, build the team; manage team conflict in a sensitive manner.
  • Support the design and implementation of assessments and formative research to inform program design.
  • Coordinate with and support MEAL team and external evaluator in MEAL framework development, data collection, data analysis.
  • Ensure timely and effective communication within the team and with external stakeholders resulting in adaptive management.
  • Timely identify risks and pro-actively manage them; gather and share security information.
  • Lead and coordinate report development.

Program Operations Management

  • Operational management of the program including planning financial, admin, logistics, communications tasks to ensure full compliance with PIN's and donor's financial and procurement procedures.
  • Ensure adherence to PIN’s policies and internal procedures, protocols, PIN’s Code of Conduct, with special attention to Child Protection and Do No Harm policies.
  • Ensuring that all donors' requirements are met, including procurement rules, reporting, and visibility requirements.
  • Assess the needs and plan technical support and capacity building of partner organisations.

Required skills, experience and knowledge:

Essential

  • At least 4 years of demonstrated work experience with an I/NGO in one or more of the following areas: girls' empowerment, education, literacy, informal education, life skills, child protection, social norms, gender-transformative programming.
  • Experience managing multi-year budgets of similar volume (1M GBP annually).
  • Excellent writing and reporting skills including qualitative and quantitative data collection and analysis. Experience with complex Theory of Change models and logframes.
  • Excellent networking skills, demonstrated experience at representing the organisation to donors, authorities at various levels, and other relevant stakeholders.
  • Experience in delivering similar programs and demonstrated experience in relevant subject matter.
  • Demonstrated experience in managing, motivating and guiding diverse teams, inclusive people management, experience of building and maintaining strong relationships with the project team.

Desirable

  • Relevant higher level education in social science, education, anthropology, gender studies, international development, or other relevant field.
  • Familiarity with Value for Money, Child Safeguarding, Do No Harm, and other key policies.
  • Proficiency in Nepali language and experience working in Nepal or South Asia.
  • Demonstrated capacity/understanding of gender and social norms in research/programming.
  • Experience with capacity development of national staff (into leadership positions).
