About the Mission

PIN has significant foot-print in the region of Middle East. With its large Syria response reaching hundreds of thousand beneficiaries and developing program in Yemen and Iraq, PIN reflects the need to be represented at the level of key regional hub – Amman. Largely humanitarian programs in above listed countries, covers sectors such as food security, education, livelihood or WASH/Shelter. PIN is an active member of clusters at hub level as well as different coordination mechanisms at country level as well as regional level. Overall regional budget reaches up to 70 mil USD with the major donors such as: BHA, EU/ECHO, SDC, UN administrated pool funds and Czech government.

I. GENERAL DESCRIPTION OF THE POSITION

Under the leadership of the Regional Director, the Regional representative will actively engage with different stakeholders at regional level. The Regional Representative is responsible for representation of all PIN’s 4 country programs (NW and NE Syria, Iraq and Yemen) in close coordination with respective country directors towards humanitarian community including donors, INGOs, UN and other important actors. Furthermore, she/he significantly contributes to business development in terms of networking, search for partnerships, exploring funding opportunities. The Regional representative reports to the Regional Director for MENA based at PIN’s HQ (Prague) and is part of the Country Management Team in all hubs/country programs.

II. MAIN RESPONSIBILITIES

  • Represents People in Need (PIN) in coordination platform for Syria (SIRF), engages in coordination with other INGOs based in Amman representing both Syrian, Yemen and Iraqi programs – in close coordination with RD and respective CDs
  • Actively works on business development, exploring possibilities for cooperation and partnerships, actively monitors donor’s initiatives and calls
  • Develops relations and engages in networking with key stakeholders such as INGOs, donors, UN and local authorities
  • In cooperation with respective CD engages advocacy initiatives and policy dialogue, contributing to an increasing PIN profile and visibility among humanitarian partners, networks and UN agencies.
  • Actively contributes to development of regional strategy reflecting needs of CPs within the region
  • Liaises with local authorities and ensures PIN compliance with local rules, requirements and legislations
  • Backstops or gap fills for CDs within each CPs where required
  • Follows political and social dynamics in countries from the perspective of the hub (Amman) and feeds in context analyses of respective countries
  • Manages and leads the PIN team based in Amman, ensures that key PIN policies and internal rules are followed, that sufficient HR resources are allocated to PIN representation office; oversees (together with regional financial director) and manages office budget; ensures effective communication between regional hub and CPs

III. REQUIREMENTS FOR APPLICANTS

  • Previous experience with representing humanitarian organisation at country level in volatile and complex contexts (previous working experience with MENA and in Particular Syria response is advantageous)
  • Good understanding of humanitarian environment, coordination mechanisms, donor’s environment
  • Excellent communication skills - fluent in both spoken and written English; knowledge of Arabic is an advantage
  • Strong coordination, planning, diplomatic, critical analyses and problem-solving skills
  • Enthusiasm to lead the team and represent different country programs
  • Proven experience with networking and fundraising

IV. PIN Offers

  • Salary as per PIN salary scale (subsistence allowance of 1 200 EUR is already included): between 4000 – 4 200 EUR gross depending on previous experience;
